KIEV - Speaking at a presentation of state awards in the Mariyinskyy Palace
in Kiev marking Independence Day [24 August], President Leonid Kuchma
congratulated all those present on the holiday and underlined the
significance of the events of 1991 and the achievements of the country since
then.

"The peaceful revolution in Ukraine, which was crowned with the passing of
the historic decision of 24 August 1991, is of great and profound moment
because every day and every minute we uphold our sovereignty, resurrecting
it in our thoughts and actions," the president's press service quoted him as
saying.

Kuchma is sure that the Ukrainian nation is a success. "We are now among
the world leaders in the rate of economic growth. We are moving onto the
rails of innovative development and are resolving, almost without external
help, problems that just a few years ago appeared insoluble," he said.

"As for those who deny our achievements, and unfortunately there are plenty
of carpers - especially in this election year, they are attempting to
diminish the achievements of the entire Ukrainian people," he said.

He said that since 1991, "we have built a sovereign state, formed a national
economy, made the great leap from totalitarism to the realm of freedom and
democracy, and begun to consolidate the Ukrainian political nation that grew
from the ruins of the former Soviet people". "Our success today - and also,
I am sure, tomorrow - is built on these four pillars," Kuchma said.

He said that he wants Independence Day to become "a holiday of political
reconciliation, when the overblown emotions that prevent use hearing one
another are curbed". The awards ceremony at the Mariyinskyy Palace was
also attended by Prime Minister Viktor Yanukovych, Speaker Volodymyr
Lytvyn and Defence Minister Yevhen Marchuk.

[Kuchma, who is expected to step down this autumn after 10 years as
president, is due to deliver a major speech at an Independence Day

Dear Friends!

I am pleased to extend to you congratulations on the occasion of the
Independence Day of Ukraine.

Thirteen years ago the Ukrainian people finally gained a long awaited
independence. Although Ukraine with its great potential inherited the
remnants of the Soviet management system and had to overcome great
difficulties, such adversities only made us stronger. During this
historically short period of time Ukraine succeeded as an independent
country.

Having overcome the economic crisis we reformed the national economy
into market one which has been performing at one of the highest growth
rates in Europe for the last four years. We managed to preserve peace
and stability within the country and to occupy a prominent place at the
world arena.

But the greatest asset of our country is its hard-working, sincere and
generous people who made our dream of independence come true. And
today I must mention the vital contribution of the Ukrainian community in
the United States in making our Motherland known and respected through-
out the world.

Being a Ukrainian - is not determined by geography but by one's innermost
orientation, not so much by formal identification as by a moral one. It is
Ukraine that unites all of us wherever we live.

Ukraine has achieved significant results in many fields of social and
economic life, including culture and science. However we realize that the
main work lies ahead as there are still problems to be solved. In this
modern interrelated world, the consolidation of achievements and the
entering at a qualitatively new stage of the country's development are only
possible with our friends' and partners' support.

The special role belongs to the U.S.-Ukrainian cooperation which has
proven to be an effective key in establishment of the sovereign Ukrainian
State. However, the potential of cooperation between our nations is far
from being fully realized and we consider its perspectives with optimism.

Dear friends, on this festive day we look into the future with confidence.
The nation is entering a new phase of development when the talent and
industriousness of our people can place Ukraine in rank with other
prosperous and powerful democratic European countries. This historic

This week the situation surrounding the case of so called illegal activity
by the largest cable operator in Kyiv, "Volia-cable" company, continued
to develop. As it is known, on August 19, 2004, the president and chief
accountant of the company were detained by the tax police of the
Dniprovskiy district of Kyiv, again because of the so called serious
violations of the tax legislation, which allegedly took place in the
activity of the cable operator.

As the Head of the Parliament's Committee on Freedom of Speech and
Information I received information, which to a great extent sheds light on
the reason for the persecution of "Volia-cable" by law enforcement forces.

It has become known that on August 16, 2004 an order was served by the
Procurator of the Dniprovskiy district "On Elimination of Violation of the
Requirements of Ukrainian Law on Protection of Consumers' rights" which,
based on complaints from a few citizens, demanded to immediately include
"Kyiv Rus" television channel into "Social" package. As noted in the order:
"citizens are deprived of the right to freely choose the programs, including
KRT (Kyiv Rus), which is considered social".

The logic of the Procurator's Office is mind-boggling. As it is known, for a
long time in society the subject of the regulation of cable operators'
activity has been debated as well as the procedure for programming the
packages of television programs which is, by the way, stipulated by the new
edition of the Law "On Television and Radio broadcasting" which was
adopted by the Parliament in the first reading. However, at the present time
there are no legal regulations for creating packages of television programs
by a cable operator.

Also, it must be remembered that "Volia-cable" is a commercial enterprise,
which independently, at its own risk, carries out its business activity with
a purpose of receiving profit. And until now nobody abolished the principles
of free entrepreneurship or the restriction of illegal interference in the
enterprise activity, as stipulated by the Economic Code of Ukraine.

So, the Procurator's Office, in fact, created a dangerous precedent.
According to their logic, for any enterprise, for example, a home appliance
store, an order can be issued for the store to immediately stock the washing
machines of a certain brand. The prosecutor's office can use the logic that
citizens who live nearby cannot buy such washing machines in this store and
therefore their rights are violated.

I want to add that according to reliable sources the television channel
"Kiev Rus" is closely connected with the Procurator General H. Vasyliev.
Considering this information the reason for issuing the order served by the
Procurator of the Dniprovskiy district in Kyiv becomes clear." (END)

KIEV - A new twist in the story of the "Volia-Cable "company is now
the evidence of fantastic abuse by the Prosecutor General's office of
Ukraine of its official position. This was stated by Nikolay ( Mykola )
Tomenko, the Chairman of Parliament Committee on Freedom of
Speech and Information during his exclusive interview with
LIGABusinessinform.

He said the main reason for the pressure on "Volia"company is not its
economic activity, and not even the principle position of "Volia" leaders
who have included the Fifth channel and Parliamentary television in its
"Social" package, but "circumstances of self-interest". According to
Tomenko, "all those who are knowledgeable say that at present
Prosecutor General Vasiliev is actively lobbying the promotion of his
own channel 'Kiev Rus', in particular, he demands through representatives
to include this channel into the social package in Kyiv."

Tomenko reminded that such a decision, based on the wish of Kyiv
residents, has to be adopted by National Council on Television and
Radio broadcasting.

N. Tomenko stated that the new arrest of Sergei (Serhiy ) Boiko,
director of the company, coincided with the decision of the prosecutor
office of Dniprovsky district in Kyiv in which it is demanded that "Volia"
should provide free choice of the program channels of the "Social" cable
package for its audience. In particular, 6 people, whose names are listed,
want one channel in this package to be withdrawn - either the Fifth
channel or the Parliamentary television - and be replaced by "Kiev Rus".

Tomenko claimed that such a decision is "absurd". According to him, he
does not know of any precedent for the prosecutor's office to carry out
licensed activity regarding media space.

According to Tomenko, when the leader of "Volia" didn't obey this
decision, so he was arrested, with the reason given being financial

KIEV - The director of the Volia Cable company, Serhiy Boyko, and
the company's chief accountant Lesya Kysylevska have been released
from custody. Interfax-Ukraine learnt from the Volia Cable company
that Boyko and Kysylevska were released late at night on 21 August.

The tax police in Kiev's Dniprovskyy district had brought criminal
proceedings against them on tax evasion charges. The investigation into
the charges, which began on 18 August, was completed on 21 August.
Boyko and Kysylevska were released from custody on a written pledge
not to flee. The investigation materials were handed over to them for
familiarization.

The company managers were detained at 1930 [1730 gmt] on 18 August.
The basis for the charges was a report by the head of the Dniprovskyy
district tax inspectorate saying that, in the opinion of the tax
administration, selling TV receivers at discount prices amounted to tax
evasion.

The prosecutor's office of the Dniprovskyy district had earlier accused
Volia's management of disseminating pornography, violating licensing rules
and laundering illegal proceeds. The company's management was taken into
custody at the end of June. On 30 June, a court authorized the arrest of the
company managers Valeriy Salyamov and Serhiy Boyko and on 7 July they
were released by the Kiev Court of Appeals.

[Volia Cable is owned by a US investor. It broadcasts the opposition 5
Kanal TV station in Kiev, major cities and several Ukrainian regions.]

7. UKRAINIAN CABINET PAYS OFF BACK WAGES TO
WORKING COAL MINERS, PRIME MINISTER REPORTS

KYIV - Prime Minister Viktor Yanukovych has announced that the
Cabinet of Ministers has liquidated all wage debts to working coalminers.
He made this announcement at a press meeting during his trip to
Kremenchuk, Poltava region.

"Yesterday we transferred the last UAH 220 million to pay off debts to
working coalminers... We will settle all wage arrears of all years of
independence to working coalminers by the Independence Day and will
continue the work on settling the entire debt," Yanukovych said.

As Ukrainian News earlier reported, President Leonid Kuchma in May
instructed Fuel and Energy Minister Serhii Tulub to repay overdue wages
to miners before September 1. According to data of the Fuel and Energy
Ministry, the total indebtedness in the coal industry amounted to UAH
997 million in May. UAH 254 million must be repaid on recourse actions.

According to data of the Fuel and Energy Ministry, wage backlog in the
coal industry totaled UAH 1.2 billion as of early 2004, and the ministry
planned to liquidate it before the end of 2004. The president has also
directed the ministry to raise the coalminers' average wage from the current
AH 840. According to the ministry, around 350,000 people are employed

8. CHEVRON MAY GET INVOLVED IN POLISH EXTENSION
OF ODESSA-BRODY PIPELINE

WARSAW - Russia and Ukraine signed a deal to increase transfers of
crude oil from Russia through Ukraine to 85m tons annually, from 57m
tons agreed in 2003.

Both countries will optimize the use of the Odessa-Brody (OB) pipeline,
built by Ukraine in 2001 to facilitate oil transportation from the Caspian
Sea oil field to Europe.

Meanwhile, Russia managed to persuade Ukraine to use a part of the
pipeline to transport the Russian oil to the Caspian Sea, for subsequent
sea transportation. This was to last until Poland manages to extend the
OB pipeline to the Plock refinery, where the Caspian gas could be
channeled for further transportation westwards. The new agreement
mandates that Russian oil be transported from Brody to Odessa for the
next 15 years, which may stall the extension of the OB pipeline.

The Polish-Ukrainian company Sarmatia, responsible for its financial
plan, does not know what to think about the agreement. The US

bought a 90.57-per-cent stake in the Dokuchayevsk Flux-and-Dolomite
Combine [in eastern Ukrainian Donetsk Region] for 114,084,755 hryvnyas.
UNIAN learnt this from the press service of the State Property Fund.

SCM also bought a 89.92-per-cent stake in the Novotroyitske Rudoupravlinnya
open joint-stock company [in Donetsk Region, which produces limestone for
metallurgy and crude dolomite] for 13,628,405 hryvnyas, and a 93.16-per-cent
stake in the industrial and production association Kryvbaspidryvprom [Kryvyy

KYIV - The Chairman of the Central Election Commission, Serhii Kivalov
and British Ambassador to Ukraine Robert Brinkley have discussed the
presidential election campaign. A press service employee disclosed this to
Ukrainian News.

In the words of the employee, Brinkley raised the meeting with Kivalov
the issue of equal access of the presidential candidates to the mass media,
particularly access to television channels. Kivalov told Brinkley that he is
going to meet with the heads of television channels to discuss rendering
equal access to the presidential candidates. Kivalov emphasized that the
CEC might only recommend to private television channels to give equal
access to presidential candidates.

Kivalov and Brinkley also discussed the process of compiling the voter lists
for casting ballot during the presidential elections. Besides, Kivalov and
Brinkley discussed allowing observers from Ukrainian social organizations
to have access to polling stations during the presidential elections.

In Kivalov's words, the CEC has prepared recommendations to the
Verkhovna Rada on making changes to the law "On Elections of the
President of Ukraine" with the aim of allowing observers from Ukrainian
social organizations to have access to polling stations.

In accordance with the law on elections of the President, representatives
of social organizations are not allowed to be observers at polling stations
during the time of the presidential elections.

KYIV - Narodnyi Rukh leader, head of Verkhovna Rada Committee for
European Integration Borys Tarasiuk has called on the Organization for
Security and Cooperation in Europe (OSCE) to increase the number of
observers at the President election. He said this at a press conference in
Lviv on Thursday.

"Small Georgia had 250 observers, and Ukraine - 650", he said. As he
put it, this number of observers is inadequate. Now the work is under way
to increase the number of observers, Tarasiuk added.

As Ukrainian News reported earlier, the Ukrainian Justice Ministry and the
OSCE intend to facilitate conduction of transparent presidential elections
in Ukraine this year. The OSCE also intend to create a group of experts to
study the elections.

In June Ukrainian President Leonid Kuchma instructed the Central Election
Commission to set up a interdepartmental group to promote the work of
foreign observers at the presidential election. The presidential election
campaign started in Ukraine on July 3. The voting will be held on October

Yesterday evening [21 August] unidentified vandals damaged the equipment
of our partner in this town - the TV Stymul television company. Broadcasts
have been suspended. It may take several days to repair the equipment. The
director-general of TV Stymul, Oleksandr Horban, is speaking live.

[Horban, by telephone, in Russian] The following action was taken against
us. The feed cable leading to the antenna was cut. We are autonomous, not on
the tower. We have everything [equipment] located at the top of the Turyst
[Tourist] Hotel. This is the 13th floor, the roof. They broke the door
leading to the roof, broke it impudently with an axe, climbed up there, cut

NEWSPAPER OFFICE BURNED AND JOURNALIST ATTACKED

MONTREAL - Reporters Without Borders called today on Ukrainian
interior minister Mykola Bilokon to investigate "thoroughly and openly"
a fire that destroyed part of the offices of the independent daily Postoup
in the western town of Lviv on 19 August. It noted that the fire, which
the authorities said was deliberately set, came two months before
national presidential elections.

It also called for a speedy enquiry into whether a 17 August attack on
Dmytro Shkuropat, of the daily paper Iskra, in Zaporizhya (570 km
south of Kiev), was related to his journalistic work.

The early-morning fire at Postoup caused extensive damage, especially
to the paper's library. Managing director Andriy Biloous told Reporters
Without Borders that a smaller fire had broken out at the paper's offices
a week earlier. He said the attacks were probably due to recently-
published articles exposing abuses of power by regional officials.

Journalist Shkuropat was attacked and knocked out in the street. His
attacker made off with tapes of interviews containing criticism of corrupt
local and regional authorities. Isrka's editor said the paper's journalists

"I have briefed them on the problems that not only myself but other
opposition presidential candidates are experiencing," Yushchenko's
site quoted him as saying.

"The Kuchma-Yanukovych regime is not going to hold a fair election,
nor is it able to. The manipulation which is currently taking place with
the law, with the campaign, with access to the media and collecting
signatures for the candidate from the authorities [Ukrainian Prime
Minister Viktor Yanukovych] - all this is being done in breach of the
national and international law," Yushchenko said.

The meeting also discussed the cases of the authorities abusing powers
at their disposal during the election campaign. "We discussed all cases,
beginning from difficulties with venues for meetings, that opposition
representatives are facing, to road accidents, shadowing and
wiretapping," Yushchenko said.

The meeting also discussed the one-sided and partial coverage of
political developments by the Ukrainian media, particularly by national
TV channels. "All this is manipulation with the positions and voices of
people," Yushchenko said.

debate on the opposition 5 Kanal.

The opposition complained of administrative pressure and unequal access to
the media. Tyhypko argued that Yanukovych does not need administrative
pressure to win and his TV appearances are linked to his work as prime
minister, which is more interesting for the media.

The following is an excerpt from the live TV debate on the Ukrainian TV 5
Kanal on 22 August; subheadings were inserted editorially:

[Presenter] We have extraordinary guests today. They are far from being the
last figures in this country. One of them is the head of Ukraine's National
Bank. The other is the deputy parliament speaker. You've probably guessed or
already known that they are [opposition leader] Viktor Yushchenko's election
campaign chief Oleksandr Zinchenko - good evening Mr Zinchenko - and head
of [Prime Minister] Viktor Yanukovych's election headquarters Serhiy Tyhypko
- good evening Mr Tyhypko. [Passage omitted: Presenter gives phones for
calling in, introduces a co-presenter from Radio Liberty.]

EQUAL ACCESS TO MEDIA
[Presenter] Look at the situation with 5 Kanal. We said in the previous news
bulletin that 5 Kanal has been switched off on a large scale. Can we
consider this as administrative pressure in this country, one of its kinds?
How can we fight this so that the media can feel free?
[Tyhypko] Is this a question to me?
[Presenter] It is for both of you.
[Tyhypko] I think that - if the actions of the authorities are really aimed
at hampering the rebroadcasting of the channel - I think it is a fruitless
job. Why? Because I think, first, that it is impossible to block information
today. There are the Internet, leaflets and newspapers there. Our opponents
are actively using all of them. Even rumours are working. That is why I
think that these things should be quickly investigated and the channel's
broadcasts should be resumed all over Ukraine.
[Presenter] Unfortunately, this has never happened quickly.
[Tyhypko] This should be done quickly. At least it must be given a try.
[Presenter] Apparently it is not 5 Kanal that should do this but the
law-enforcement agencies, who made a statement today [saying that the
opposition is preparing a revolt].
[Tyhypko] Including them.
[Zinchenko] The pressure on the media is not a surprise. This is a
consistent position of the authorities. It is increasing and becoming more
cynical and heavy. This is not only administrative pressure. This is a
strategy to cut off Ukrainian citizens from information. They cannot get
answers to the questions that worry them. As regards information, a triangle
is working. First, they prevent something from being said. Then - if it was
uttered - it should not be heard. And finally - if it was heard - proper
reaction follows.
If some information was said then it must be prevented from being heard. For
instance, yesterday political advertising was broadcast on the first [state
TV] channel. It is interesting that the authorities used their capabilities
there and framed the advertising with their own view on Viktor Yushchenko's
political advertising.

[Presenter] Here is a question to both of you again. Is there equal access
to the media? Has it been secured and how can it be secured? 5 Kanal is far
from being the biggest TV channel in Ukraine and its blackouts are obviously
only a consequence because 5 Kanal is not a national channel now. However,
no other TV channel has similar problems as 5 Kanal. No Donetsk channel,
for instance, has the similar problems regarding its broadcasting. On the
contrary, they receive broadcasting licenses. So, has equal access to the
media been secured and how can it be secured in Ukraine?
[Zinchenko] I am confident that to play Potyomkin's village [a model village
shown to royalty], in other words to correct the situation in a separate
district centre concerning the broadcasts of 5 Kanal, is absolutely
senseless. We should change the authorities. If the authorities stay the
same and the systems stays the same such incidents will occur every day.

[Zinchenko] Please note an interesting point. I am having a meeting with the
head of Viktor Yanukovych's election headquarters for the first time on 5
Kanal, not the first, second of third channels, not Inter or One Plus One.
Generally speaking, it is impossible to hear Yushchenko's name on One Plus
One or Inter. So I am completely confident that nothing will change if the
approach stays the same. In other words, it is not serious to deal with
information without dealing with the authorities.

YANUKOVYCH DOES NOT RESORT TO PRESSURE
[Tyhypko] As regards administrative pressure, I would like to say the
following. I think administrative pressure is when candidate Yanukovych
gathers managers and tells them: let us do this, this, and this, I order you
as prime minister, do this please. In this case, I think, this is
administrative pressure. Today, Yanukovych himself is suffering from this.
He says he does not need any this assistance, does not need these
provocations.
As regards media resources, nobody have seen Yanukovych talking about
political matters. Yanukovych is seen as prime minister. I would like to
remind you that when Yushchenko was prime minister everybody saw him
[on TV] as prime minister. Yanukovych is shown when he visits farmers about
harvesting, when he meets teachers, doctors etc. What would you expect?
That this work should not be shown? This is an interesting work. Wages have
increased by 51 per cent since Yanukovych became prime minister. Pensions
are growing quite rapidly. The average pension was 139 hryvnyas when
Yanukovych came, and now it is 220 hryvnyas. He has something to talk
about. GDP growth is very high - 21 per cent. That is why he attracts
[media] attention.

violations compiled by the Committee of Voters.]

FOREIGNERS ADVISE BOTH CANDIDATES
[Oleksandr Narodetskyy, Radio Liberty journalist] Following what Mr Tyhypko
said about Yanukovych not participating in the election campaign, I have the
following question. Do some foreign political advisers, particularly from
Russia, are helping Yanukovych's headquarters. Why am I asking? Because some
observers compare what Yanukovych is doing now with what Putin did - he did
not take part in the election campaign.
[Tyhypko] No, I think that such a comparison is not an absolutely correct
one. Of course - to ensure more equal rights - Yanukovych now works more as
prime minister and deals with his job as prime minister. I think he is doing
well there. As regards political advisers who are working at the
headquarters, Ukrainian experts are in charge but they consult with experts
from various countries, including Russia.
[Presenter] What about political advisers at the Yushchenko's headquarters?
[Zinchenko] Yushchenko's headquarters are carrying out the election campaign
on their own. Speaking about consultations, I said recently in an interview
with the Ukrayinska Pravda [opposition] newspaper, that we have seminars
where we invite people from various countries, who offer their services
openly and have been doing this for a long time.

PRESIDENT ALEXANDER LUKASHENKO A DICTATOR

RIGA - Arizona Senator John McCain called Belarusian President
Alexander Lukashenko a dictator Saturday and dismissed Belarus'
planned October elections as "bogus" during a visit to Latvia on
Saturday.

Lukashenko, elected in 1994, has garnered Western criticism for ruling
his former Soviet republic of 10 million people with an iron hand. The
West accuses him of stifling dissent and the independent media.

"President Alexander Lukashenko has manipulated the constitution to
solidify his control," McCain said. "He has ordered the disappearances
of opposition activists and journalists. He runs Belarus as if it was the
Soviet Union, instilling a climate of fear, repression, and arbitrary rule."

McCain was joined in Riga, the Latvian capital, by several Belarusian
opposition leaders in condemning Lukashenko's government, including
Valery Frolov, head of the Respublika opposition faction in parliament,
who predicted Lukashenko's days as president were numbered.

McCain and others in a delegation of lawmakers from the United States
originally wanted to visit neighboring Belarus on their trip to Nordic,
Baltic and eastern European countries, but were denied entry to Belarus
earlier this month.

Belarus' Foreign Ministry suggested that the senators might be allowed in
after both countries had concluded their respective election campaigns.
Parliamentary elections in Belarus are scheduled for October and the U.S.
presidential vote takes place in November.

McCain briefly addressed the U.S. race for president, reiterating his
support for U.S. President George W. Bush. But the Arizona Republican
hedged when asked whether he had his eye on the White House in 2008.

"I had a very close friend that was a member of the United States House of
Representatives and he once said, 'If you're a United States senator, unless
you're under indictment or detoxification you can automatically consider
yourself a candidate for president of the United States,'" McCain said,
drawing a laugh from assembled reporters. "I have no plans to run for
president of the United States," he said. "I am running for re-election to
the United States Senate."

The U.S. Senate delegation, which also included Republicans Susan Collins
of Maine, John Sununu of New Hampshire and Lindsey Graham of South
Carolina, visited Ukraine earlier this week and urged its leaders to conduct
a fair presidential election.

Democratic Senator Clinton was to join the delegation Saturday evening in
Estonia. The group has also scheduled visits to Iceland and Norway before

17. "WHEN WILL RUSSIA SAY 'SORRY'?"

COMMENTARY by Mart Laar, Former Prime Minister of Estonia

TALLINN, Estonia -- Aug. 23, 1939, sealed the fate of my family. On
that day, Nazi Germany and the Soviet Union signed the Molotov-
Ribbentrop Pact, whose secret protocols divided up Central and Eastern
Europe between them.

Within five years, my grandfather was shot by the Nazis. Two of my
great-uncles were sent to Siberian death camps by the Soviets. My
father-in-law was deported to Siberia as a nine-year-old boy, where he
struggled to survive against death by starvation. Unknown to him, his
hopes of seeing his father alive again were in vain; his father was shot
early in 1941 by the KGB in Moscow's Kirov prison for the crime of
being an ordinary policeman in independent Estonia.

Thousands of stories like these have recently emerged from the Soviet
archives. The new evidence shows that by encouraging Hitler to start
World War II, Stalin hoped to simultaneously ignite a world-wide
revolution and conquer all of Europe.

A week after signing the pact, on Sept. 1, 1939, Hitler attacked Poland
from the west. On Sept. 17, Stalin's Red Army hit Poland from the east and
finished the job. In the next few months, Stalin took Bessarabia (currently
Moldova) from Romania. Then his army moved to the Baltic countries of
Estonia, Latvia and Lithuania and annexed them in 1940. In November
1939, the Soviet Union invaded Finland, which heroically defended itself
during the Winter War.

All of the conquered territories suffered through terror, deportations and
killings. For the next 10 years, well after the formal end of the war,
armed resistance movements fought against Soviet aggression in the Baltics
and western Ukraine. They were then replaced by political resistance
movements. As a result of Soviet occupation, the Baltic countries alone
lost more than a fifth of their population.

This cannot be forgotten, nor forgiven, just because, after two years of
their alliance, the Hitler-Stalin conflict started in 1941 and resulted in
the sacrifice of millions of Russians fighting against the beast that
Stalin himself had helped to unleash on the world.

The postwar Nuremberg tribunal was justified in condemning one part of
this criminal pact -- Nazism. Even more, Germany has publicly apologized
for the Molotov-Ribbentrop Pact and for all the destruction and terror that
Nazi Germany visited on the world. Perhaps this has not healed all of the
wounds but it has healed a lot of them. And that matters not only for the
victims of Nazism but for Germans themselves. Germany has faced up to
its past and is now free to keep building its democratic and prosperous
society.

Unfortunately the same has not happened to the other side in this bargain.
The crimes of communism are not condemned. During most of its existence,
the Soviet Union denied even the existence of the secret protocols of
Molotov-Ribbentrop, not to mention the crimes against humanity that are
directly attributable to this pact, such as the massacre of thousands of
Polish officers at Katyn early in the war. And even when the existence of
secret protocols was recognized, first the Soviet Union and then Russia
refused to undo the results of the pact.

For instance, only after enormous international pressure was exerted on
Russia did Moscow withdraw all its troops from the Baltic states on Aug.
31, 1994. This day is now marked as the end of World War II for these
countries, with celebrations each year.

But in Moldova, annexed by the Soviet Union after Molotov-Ribbentrop,
Russia still maintains military bases regardless of protests by Moldova,
the OSCE and the European Union. Russia has often promised to remove
its troops from this area, but until this occurs, remnants of the pact are
still in place.

To this day, Russia maintains that Estonia, Latvia and Lithuania were never
occupied by the Soviet Union. This month, Russia refused to apologize for
standing by, just outside the city, as the Nazis crushed the Warsaw
Uprising of 1944, because Moscow hoped the Nazis were, in effect,
smoothing the way for a communist takeover of Poland in 1944. Worse
yet: Russia refuses to say three simple words to the victims of communism:
We are sorry!

Those words can help heal many wounds and remove existing mistrust. But
an apology isn't as important even for the victims of communism as it is for
Russia itself. When a nation cannot face up to its history, it will live
like a human being suffering from a permanent neurosis. Nations that cannot
make peace with their past cannot build a future. It looks increasingly as
if this is one of the reasons why democracy is not thriving in Russia and
why this great country hasn't developed as hoped after the fall of the
Soviet Union. We all must encourage and support Russia to follow this
