USUBC Is Honored to Announce That Howard (“Howie”) Lind Joins Our Illustrious Roster of Senior Advisors

The U.S.-Ukraine Business Council (USUBC) is pleased to welcome Howard (“Howie”) Lind as a Senior Advisor. A great friend of USUBC, an outstanding professional, and a strong supporter of Ukraine, Howie brings decades of leadership experience across defense, international stabilization operations, government service, and nonprofit management.

Howie recently concluded his tenure as President and Executive Director of the International Stability Operations Association (ISOA), a longtime USUBC partner, where he served from 2016 to 2026. Under Howie’s leadership, USUBC and ISOA closely collaborated on numerous joint events, strengthening engagement between the private sector, government stakeholders, and organizations supporting security, stabilization, and reconstruction efforts worldwide, including Ukraine.

Previously in his career, Howie served as the Washington, DC representative for the Fluor Government Group, and held key roles within the U.S. Departments of Defense and State focused on Iraq and Afghanistan reconstruction efforts between 2003 and 2007, including assignments at the Pentagon and within the State Department’s Iraq Reconstruction Management Office. He later returned to the Pentagon as Deputy Director for the Iraq Project and Contracting Office within the Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology. Howie began his professional career as a U.S. Naval Officer and retired after 20 years of service with the rank of Commander, having served aboard five Navy ships and on Navy headquarters staffs.
