Dear Mothers!

I heartily congratulate You on the wonderful and kind holiday - Mother's
Day.

There is nothing dearer in the world than the woman who gave us life.
Everything kind, sincere, and humane is associated with the name of our
mother for us. She gives her children immeasurable love, care, tenderness,
and warmness, protecting them and the home.

Mothers' work has never been easy. To dress, to soothe, to see the world
with the eyes of a child, to understand, and to forgive - these are the
kinds of large and small challenges that fill the lives of our mothers. They
teach us life's wisdom, bless us for good deeds, and keep us back from
making wrong decisions.

Having sent us into the world, mothers always keep an eye on us, hoping that
their children live with dignity among the people and do good. And, no
matter how old we are - five or fifty - we always remain children for our
mothers while they always remain our mentors, advisors, and faithful
friends.

I bow down to the ground to all mothers! Wish You happiness and well-being.

KIEV - Ukrainian Foreign Minister Kostyantyn Hryshchenko has stressed the
need for the USA to be more active in involving Ukraine in rebuilding Iraq's
economy, in particular, in our state's obtaining appropriate subcontracts.
Hryshchenko said this at a meeting with US Ambassador John Herbst at the
Foreign Ministry, the Ukrainian Foreign Ministry's spokesman, Markiyan
Lubkivskyy, has told UNIAN.

During the meeting, the sides discussed several topical issues of
Ukrainian-US bilateral relations and also some international issues, in
particular, the situation in and around Iraq and nonproliferation of weapons
of mass destruction.

While discussing Iraqi issues, Hryshchenko stressed the need to resume the
functioning of the airport in the [Iraqi] town of Al-Kut, which is of
fundamental importance for the security of the Ukrainian military contingent
in Iraq. Hryshchenko put a special emphasis on the need for the USA to
facilitate more actively Ukraine's involvement in rebuilding Iraq's economy,
in particular, for our state to obtain appropriate subcontracts.

The sides exchanged views, among other things, on Ukraine possibly obtaining
the status of a country recipient of international aid as part of the G 8
initiative "Global partnership against the proliferation of materials and
weapons of mass destruction". In that connection, Herbst passed over to
Hryshchenko a letter by US Under Secretary of State John Bolton.

In the letter, the USA welcomes Ukraine's willingness to join the Global
partnership and to abide by the key principles of the nonproliferation of
weapons of mass destruction, which were approved at the G 8 summit in the
town of Kananaskis (Canada) in 2002.

The letter also says that the USA supports the formal recognition of Ukraine
as party to that multilateral initiative, which may be given at the G 8
summit in Sea Island [USA] on 8 June this year. In that context, the sides
discussed supplementary measures needed for the issue to be finally settled.

In response to the attention being paid by the US side to the fire at the
military unit outside [the town of] Melitopol in [south-eastern]
Zaporizhzhya Region [where ammunition has been exploding since 6 May],
Hryshchenko said our state is willing to accept any possible US aid in
eliminating its aftermath.

3. RADIO LIBERTY TO BE REBROADCAST BY LOCAL

KYIV - The Interfax news agency reports that, starting today, the
programmes of Radio Liberty will be broadcast by Takt, a Vinnitsia
region local radio station.

This station, which operates on 103.7 MHz FM, is the first in Ukraine to
agree to cooperate with Radio Liberty after Dovira FM dropped the
US-financed station's programmes.

Interfax says that Takt, the most powerful radio station in Vinnitsia, can
be heard throughout the Vinnitsia region, as well as areas of Khmelnytsky,
Zhytomyr, Cherkasy, and Odesa regions, and in Moldova. (END)

KIEV - Ukrainian Prime Minister Viktor Yanukovych believes that World
War II veterans - both those who fought in the Soviet army and in other
military formations that fought for the independence of Ukraine - should
have equal rights.

Speaking at a briefing in Kiev today, Yanukovych said that "the veterans of
the Great Patriotic [Soviet-German] War should not be discriminated
against". "All should be regarded as compatriots in our state," he added.
Yanukovych said that the cabinet soon intends to give equal rights and
social guarantees to all participants of World War II.

[Ukraine's patriotic forces repeatedly called for giving equal rights to
members of anti-Communist resistance which operated in Ukraine during and
after World War II. The call stirred controversy because many Soviet army
veterans regard nationalists as traitors.] (END)

KYIV - President Kuchma expressed his condolences to relatives, friends
and colleagues of famous historian and political scientist James Mace over
his untimely death.

"American James Mace was a true friend of Ukraine, who devoted his life to
exploring Ukrainian history. Ukrainian people appreciate his selfless
scientific and social activity aimed at revealing truth about the famine of
1932-1933 in Ukraine.

James Mace will be always remembered in our country," reads the message

KYIV - My heart bled when I learned about this great loss. James Mace - an
eminent scientist and a remarkable person - passed away. An American
professor and academic scientist had a unique feature, rare in our times:
complete integrity, he wanted to learn the truth and spoke nothing but the
truth.

It was not a coincidence that James Mace was invited to the United States'
Congress committee on investigating the 1932-33 famine in Ukraine - his
absolute honesty and integrity guaranteed objective conclusions.

The work at the committee became his calling. He was one of the authors of
the White book on the famine, which had been caused by the communist regime.
His efforts broke the wall of silence that surrounded one of the gravest
crimes of the XX century. Millions of people who were tormented to death
[touch a chord in the global conscience] and reminded the world about the
tragic fate of the Ukrainian people, about Ukraine, which was not even on
the map then.

Nevertheless, James Mace was able to see the strong character of the
Ukrainians in that great tragedy. He believed in Ukraine and made his
choice - decided to live in it and work for the sake of its future.

He lived in Kyiv for the last ten years, taught at the Kyiv-Mohyla Academy,
edited a newspaper and a magazine, and wrote scientific articles. He was a
very important figure: he was one of the pillars that supported an
intellectual bridge between Ukraine and the surrounding world and did
everything in his power to energize movement over that bridge. James Mace
told the world about us through the language of "truth and science" and
taught that language to our students.

He departed this life before time because his heart felt all the pain that
was collected in the multi-volume book about the famine - the main one in
his life.

His life became an example of truth and love that Ukraine will not forget.

KIEV - [Presenter] As the presidential election nears, the preferences of
the Ukrainian electorate remain unchanged: half of them will vote for two
candidates: [opposition leader] Viktor Yushchenko and [Prime Minister]
Viktor Yanukovych. This has been documented by the results of an opinion
poll conducted in April by the National Institute of Strategic Studies.
Roman Stryyskyy has the details.

[Correspondent] The results of the poll confirmed that the upcoming election
is a race of two prime ministers [Yanukovych and Yushchenko]. Here is
political scientist Viktor Nebozhenko.

[Nebozhenko] In the first round, we have Yushchenko on 22 per cent,
Yanukovych on 16 and [Communist Party leader Petro] Symonenko on 12
per cent. In the second round, the situation is as follows: 31 per cent are
going to vote for Yushchenko, 23 per cent for Yanukovych - as you can see
the gap is quite wide - 17 per cent would vote against both, and 18.6 per
cent are undecided.

[In a separate table, the poll named Yanukovych as most likely to win the
presidency despite him trailing Yushchenko on voter preferences, according
to state-owned UT1 television, Kiev, 1800 gmt 6 May 04.]

[Correspondent] But for the first time, sociologists are talking about a
third force which is genuinely capable of interfering with the race of two
Viktors. Contrary to the statement by Oleksandr Moroz, who in an interview
with German journalists spoke about a joint left-wing candidate, political
scientists rule this out. Viktor Nebozhenko:

[Nebozhenko] The left are practically not getting there: neither Moroz nor
Symonenko. Even if they were to unite, they would get only 20 per cent. I
don't think this is feasible because the 10 years of hatred harboured by the
Communist electorate for Moroz fundamentally prevents them from uniting. The
talk about Moroz and Symonenko getting together for a joint candidacy from
the left is more likely to be a PR trick.

[Correspondent] The poll showed that whatever the new president's political
agenda may be, the majority of Ukrainians will not change their favourable
attitude either to Western or to Eastern neighbours. Here is the director of
the National Institute of Strategic Studies, Anatoliy Halchynskyy.

[Halchynskyy] Some 39.4 per cent support the EU, and 33.4 - the Single
Economic Space [with Russia, Belarus and Kazakhstan]. The conclusion is
that citizens of Ukraine support continuity in our country's future
geopolitical strategy.

[Correspondent] The poll eloquently proves that post-Soviet stereotypes are
still alive and well among the modern electorate. Therefore, political
scientists believe the president will be the candidate who will manage to
use this peculiar mentality to his advantage. (END)

8. PROFILE OF UKRAINIAN PARLIAMENT SPEAKER LYTVYN

Volodymyr Lytvyn, 48, has been speaker of the Ukrainian legislature since
2002, when he was elected to parliament as leader of the pro-government For
a United Ukraine bloc of parties. This was the first experience in public
politics for Lytvyn, a career historian and President Leonid Kuchma's former
speechwriter.

Lytvyn was born in a village in quiet northern Zhytomyr Region. He graduated
from the Taras Shevchenko University in Kiev in 1978 with a degree in
history. Since then and until the break-up of the Soviet Union in 1991 he
taught History of the Communist Party of the Soviet Union to university
students and worked in Soviet Ukraine's Communist Party apparatus. In
1991-94 Lytvyn switched to Ukrainian history, and in 1995 he defended a
doctoral thesis on the Ukrainian political elite.

In 1994, the freshly elected Kuchma picked Lytvyn for an assistant position
in his office. Lytvyn quickly climbed the career ladder in Kuchma's
administration. In November 1995 he became its deputy head. In 1996-99,
Lytvyn served as Kuchma's first assistant and chief speechwriter. In
November 1999 he replaced Mykola Biloblotskyy as chief of Kuchma's
administration. Ukrainian journalists then dubbed Lytvyn the eminence grise
for his discreet and effective style.

Hard times came for the ruling elite in the autumn of 2000, when the
president's former bodyguard Mykola Melnychenko accused Kuchma of having
ordered the kidnapping of journalist Heorhiy Gongadze. Melnychenko claimed
Lytvyn's was among the voices secretly recorded on the audiotapes
implicating Kuchma, and accused Lytvyn of complicity. Lytvyn angrily denied
the accusations.

When it came to the March 2002 parliamentary elections, Kuchma appointed
the skilful organizer Lytvyn to lead the bloc of pro-government parties, For
a United Ukraine. Lytvyn's task was not easy, given the governing group's
low popularity in the wake of the tape scandal. But he succeeded - using
administrative pressure rather than eloquence or force of conviction, the
opposition alleged. For a United Ukraine came second among party lists and
formed the largest, although short-lived, faction in parliament. I

in May 2002 Lytvyn was elected speaker by 226 votes - just one ballot more
than needed to secure the position in a legislature bitterly divided between
the opposition and the ruling elite. Ever since, Lytvyn has had to balance
between the interests of parliament's numerous groups to retain his
position. As a result, he is not a close friend or bitter enemy to any of
them, essentially remaining President Kuchma's man.

Lytvyn, suspected of harbouring presidential ambitions by many, has on
several occasions denied that he would run for the top job. Asked what he
would do on retirement in an interview, Lytvyn said he would like to return
to academic work to write a book on the history of government. (END)

9. PROFILE OF UKRAINIAN SOCIALIST LEADER MOROZ

If Socialist leader Oleksandr Moroz stands for president this year, this
will be his third presidential campaign. The veteran opposition figure has
been in the top echelon of Ukrainian politics since the late 1980s, and an
MP since 1990. He is perhaps the most experienced and consistent opponent
of President Leonid Kuchma.

Moroz was born into a peasant family in Kiev Region in 1944. Educated as
an agricultural engineer, he worked in the countryside until the mid-1970s,
when he became a Communist functionary. Elected to Ukraine's parliament
shortly before the Soviet Union break-up, Moroz headed the Communist
majority in the legislature until the August 1991 coup in Moscow, when the
Communist Party was temporarily banned.

Moroz then founded the Socialist Party of Ukraine, whose leader he has been
ever since. As parliament speaker in 1994-98, Moroz was the staunchest
opponent of Kuchma's economic reforms, which he believed were too radical.
He has consistently opposed land privatization. He also opposed Kuchma's
earlier attempts to strengthen the presidency vis-a-vis parliament both in
the constitution preparation process in 1996 and in the abortive
constitutional referendum in April 2000.

After Moroz twice came third in two presidential races - in 1994 and 1999 -
many observers thought his best years in politics were in the past. But in
November 2000 Kuchma's fugitive bodyguard Mykola Melnychenko chose
Moroz to publicize at a news conference the scandalous records, which, as
Melnychenko claimed, were secretly made in Kuchma's office.

The records implicated Kuchma in the kidnapping of opposition journalist
Heorhiy Gongadze and physical intimidation of political opponents. Moroz
spearheaded the "Ukraine Without Kuchma" movement, which demanded
Kuchma's resignation. The president denied the accusations and the movement
did not achieve its goal, but it was a major comeback into big politics for
Moroz.

Moroz has always believed that parliament should be stronger than the
president, so he wholeheartedly supported the constitutional reform
proposals aimed at redistributing authority between parliament and the
president in favour of the former, which Kuchma tabled last year. This drove
a wedge between Moroz and the right-of-centre opposition leaders, Viktor
Yushchenko and Yuliya Tymoshenko, who believe in a strong presidency.
Moroz, who had been widely expected to back Yushchenko in the election,
is now likely to stand for president for a third time.

Moroz and his Socialist Party essentially express the interests of
smallholders and small and medium-sized businesses. Central Ukraine, where
the small-scale economy dominates, has been the Socialists' natural
stronghold. Moroz's leftist convictions - he still marches under red banners
on 1 May - however, recurrently prevented him from winning the hearts and
minds of the electorate in the conservative west of Ukraine. But Moroz's
attitude to the Soviet past is rather pragmatic. "Whoever isn't sorry about
the demise of the USSR has no heart, and whoever thinks about its
resurrection has no head," he once wrote. Moroz is married and has two
daughters. His hobbies include poetry and chess. (END)

KYIV - It is with great honor and privilege, that I would like to announce
the upcoming concert/lecture tour of my friend and mentor, Dr. Mykhailo
Khay. Dr Khay is the leading professor of Ukrainian ethnomusicology,
ethnoorganology, and kobzarology at the National Academy of Music, in
Kyiv, Ukraine.

Dr. Khay is well known in Ukraine and abroad for both his scientific
research, as well as his reproduction of authentic Ukrainian instrumental
folk music and the Lirnyk tradition.

We are presently planning to visit many cities across northern America and
Canada, especially New York City, Philadelphia, Washington DC, Pittsburgh,

11.UKRAINE RETURNS BISHOP'S RESIDENCE TO CATHOLIC CHURCH
Pope John Paul II Delighted by Restitution of Property Seized In Stalin Era

LVIV, Ukraine - John Paul II expressed delight over Ukraine's restitution
of what was once the residence of the Catholic bishop in Lviv, a property
seized by order of Stalin in the 1940s.

The government turned over the property on Wednesday to Cardinal
Marian Jaworski, archbishop of Lviv of the Latins, at a ceremony
attended by Archbishop Leonardo Sandri, substitute for general affairs
of the Vatican Secretariat of State, and Dmitri Tabatchnik, Ukrainian
deputy prime minister.

In a message sent for the occasion, the Pope said he was "pleased
that this house is being returned to its legitimate owner after so many
years."

The Holy Father said he was sure that the building "will serve the
Church of Lviv not only as the archbishop's headquarters and place of
work of his aides, but also as a center for Caritas and other useful
institutions for the good of the beloved people of God of Lviv."

John Paul II added that he hoped "that the good relations between the
Catholic Church of the two rites and the state and territorial
authorities will promote the cultural and spiritual enrichment of all
the citizens of Ukraine."

The representative of the Kiev government stressed that Ukraine,
independent since 1991, is continuing with the process of restitution
of properties confiscated from religious communities during the
Soviet era.

Cardinal Jaworski said that with the restitution of the residence,
the state authorities are repairing an injustice committed by the
Soviet Communist regime not only against the Catholic Church but
also against the whole society.

Archbishop Sandri told Vatican Radio: "I am very happy to have
witnessed a historic event, because after so many persecutions, after
so many injustices to the Church, at last such important gestures are
carried out as the restitution of the bishop's residence."

"Who would have thought this 20 years ago!" he added. "But thanks to
the presence of God, thanks to his strength, his grace, events that
seemed the most difficult to change, have changed."

Describing the government's gesture as "very appreciable," Archbishop
Sandri expressed the hope that it will be followed by other
gestures "not only in Lviv, but also in other places of Ukraine where
there are churches and buildings that belonged to the Church and that

HUNTINGDON VALLEY, PA - A special "Dr. James E. Mace Memorial
Holodomor Fund" has been established by the Ukrainian Federation of
America (UFA), Dr. Zenia Chernyk; Chairperson and Vera Andryczuk,
President, announced on Wednesday, April 7.

Dr. Zenia Chernyk, chairperson of the Federation's board of directors
said, "The special memorial fund to honor the life and work of Dr. James
E. Mace, will be administered as part of the program of the UFA, a
non-for-profit USA charitable and educational organization organized in
1991.

The UFA is dedicated to the preservation of Ukrainian culture and
heritage and providing assistance to Ukraine in its drive for full democracy
as well as social and economic advancement."

"Donated funds will be used to support the Holodomor Education and
Exhibition Program in Ukraine, that Dr. Mace has been involved in,"
according to Vera Andryczuk, UFA president, "and other projects to
honor Dr. James Mace's commitment to telling the truth about the genocidal
famine in Ukraine during 1932-1933, as approved by the Federation
in consultation with Dr. Mace's wife, Natalia Dziubenko-Mace and
a special Holodomor Advisory Committee to be appointed by the UFA."

Mrs. Mace is, in her own right, an outstanding and long-time researcher
and writer about the Ukrainian Holodomor 1932-1933 (terror famine,
death by famine.) The UFA welcomes suggestions from interested
parties about the implementation of the new fund and the future programs
it will undertake.

Donations to the "Dr. James E. Mace Memorial Holodomor Fund" can
be made by making out a check or other financial instrument to the
Ukrainian Federation of America, in US dollars, designating the donation
for the "Dr. James E. Mace Memorial Holodomor Fund," and mailing the
