Reports in Kyiv tonight (Sunday) indicate authorities claim
record turnouts in Eastern Ukraine, claim up to 95% of eligible
voters actually voted. There are also reports of massive absentee
voting in Eastern Ukraine. Opposition forces and others claim
massive voter fraud across Ukraine, especially in Eastern Ukraine.

KIEV (AFP) - Pro-Russian Prime Minister Viktor Yanukovich was ahead
in Ukraine's presidential election with 51.17 percent of the vote after
26 percent of ballots were counted, the central electoral commission said.

The Western-leaning opposition leader Viktor Yushchenko was behind in
Sunday's runoff vote with 45.4 percent of the vote, the commission said.

Exit polls had showed Yushchenko winning the election but Yanukovich's
campaign immediately dismissed the data as "inaccurate and
unscientific," saying the prime minister was the victor.

The exit polls heightened concerns of a violent standoff between the
opposition and the government of this ex-Soviet state, as Yushchenko
has vowed to bring his supporters onto the streets if the official
results are rigged.

Yanukovich was backed by outgoing President Leonid Kuchma and
Moscow, while Yushchenko enjoys the tacit support of the United States

KYIV - A total of 54% of voters cast their ballot in favor of Our Ukraine
bloc's leader and presidential candidate Viktor Yuschenko and 43% voted
for Prime Minister Viktor Yanukovych, according to the exit poll inquiries
made by the Consortium comprising the Kyiv International Institute of
Sociology, Razumkov Ukrainian Center for Economic and Political
Research and the Democratic Initiatives fund with 100% of the votes
counted. Consortium representatives reported this to Ukrainian News.
3% voted against the both candidates.

On the whole, around 30,000 voters were questioned at 460 polling
stations. Sampling error does not exceed 2%, level of achievement was
73%. The sociological services have polled the voters separately from
each other, but as long as their data had only not more than 1%
difference, they have been put into one report.

An anonymous method has been used, that is a voter was offered to fill a
short inquiry form and throw it into the box, with the interview seeing no
his/her answer. In the regions voting results are as follows:

Western region (Volyn, Rivne, Lviv, Ivano-Frankivsk, Ternopil, Zakarpattia,
and Chernivtsi regions): Yuschenko - 90%, Yanukovych - 9%;
West-central region (city of Kyiv, and regions of Khmelnytskyi, Zhytomyr,
Kyiv, Cherkasy, Kirovohrad, and Vinnytsia): Yuschenko - 79%,
Yanukovych -18%;
South (Zaporizhia, Kherson, Mykolaiv, Odesa regions and the Crimea):
Yuschenko - 29%, Yanukovych - 67%;
East-central region (Chernihiv, Sumy, Poltava, Dnipropetrovsk regions):
Yuschenko - 56%, Yanukovych - 39%;
East (Kharkiv, Donetsk, and Luhansk regions): Yuschenko - 13%,

KYIV -Presidential candidate and chairman of the Party of Industrialists
and Entrepreneurs Anatolii Kinakh is predicting massive protest action in
case attempts are made to falsify the second round presidential election
results. Kinakh made the comment to journalists.

"Considering that the level of antagonism is very high, this is already not
a question based on antagonism of some kind of ideology. For people
are not voting today for Yuschenko, they are voting against the government.
In case of attempts at gross falsification, people will certainly come onto
the street," said Kinakh. He said that the government representatives will
conduct themselves in a responsible and prudent manner.

"Because we will do everything from our side so that the situation would
unfold in a civilized way, so as not to in any way cross the line, behind
which there are uncontrollable actions, processes, victims," said Kinakh.
He also disclosed that the opposition will take measures in order to
prevent falsification.

"The measures will be the most diversified, but within the framework of
the legal field, the existing Constitution, and ending with protest actions,
in the form of rallies," said Kinakh.

He added that international observers will likely support the opposition.
He also said that the opposition will be forced to resort to significant
massive actions in case the election is falsified.

"I am absolutely convince that if there is a need, then we will have to
really act very single-mindedly, consolidating efforts at the national level
irrespective of party affiliation of citizens," said the leader of the PIEU.
He added that he is of the opinion that law enforcement agencies will not
carry out instructions to use force methods to contain the protest action.

"I am confident that law enforcers will never take to violating the
Constitution and will not fight with its own people," said Kinakh.
As Ukrainian News reported previously, Our Ukraine bloc's leader and
presidential candidate Viktor Yuschenko stated that he predicts
falsification by the authorities of the second round presidential election
results.

The People's Power coalition, which incorporates the Yulia Tymoshenko
Coalition and the Our Ukraine coalition of political parties, and the Party
of Industrialists and Entrepreneurs reached an agreement to support
Yuschenko in the second round of the presidential election on November 8.

Twenty thousand supporters of Our Ukraine bloc's leader and presidential
candidate Viktor Yuschenko have started a campaign in Kyiv with respect
to making public the results of the parallel counting of the results of the
second round of the presidential election, which Yuschenko campaign

KIEV Kiev, 22 November: The campaign headquarters of [opposition
presidential candidate] Viktor Yushchenko will contest the outcome of
elections in Donetsk and Luhansk regions, Yushchenko's spokesman
Mykola Katerynchuk told a news conference.

He said not a single Yushchenko representative was allowed into polling
stations in these regions. That amounts to 2,500 observers. He recalled
that the law on elections gave candidates equal conditions.

The 96 per cent turnout reported by the Central Electoral Commission in
Donetsk Region is a figure drawn out of thin air, he said. According to
Yushchenko's headquarters, the true turnout was much lower.

He said the developments in Donetsk could affect he overall outcome. Many
complaints have been filed against irregularities there. The scenario being
played out is that the election will be decided either in court or in the
streets, Katerynchuk said.

A source in the Central Electoral Commission has said Yanukovych will be
announced to have won 97 per cent in Donetsk. About four million voters
reside in Donetsk Region [which is the stronghold of Yushchenko's rival,
Prime Minister Viktor Yanukovych].

the eastern regions of Donetsk, Luhansk, Kharkiv, Cherkasy and Zaporizhzhya,

KIEV - The Voters' Committee of Ukraine believes organized
voting by absentee ballots has been the biggest problem in the second
round of presidential elections.

A statement to this effect was made by the committee's head, Ihor
Popov, at the UNIAN news agency where an independent news centre,
"Presidential hour 2004 - second round", is open.

He said committee activists registered the largest numbers of this kind of
irregularities in Donetsk, Luhansk, Sumy and Cherkasy regions [eastern
Ukraine]. "Our observers have registered more than 100 coaches carrying
these people and one can gather that dozens of thousands have voted in this
way," Popov said. The committee also registered many incidents of the
same individuals using absentee ballots to vote several times.

The Voters' Committee is particularly concerned at criminals interfering
with the election, Popov said. He recalled the killing of a policeman at
polling station No 163 in constituency No 202 in Cherkasy Region, many
incidents of beating observers and journalists, and even kidnappings.

"Up to a dozen people have been kidnapped today by criminal-looking
individuals... Several observers and members of election commissions have
disappeared. They were shoved into cars and taken away from the polling
stations." Popov added that observers and journalists complain of "many
threats", while the committee is observing "a weak response from the
law-enforcement agencies" to voter complaints.

Other irregularities accompanying today's presidential election include
preventing observers - domestic and international - and journalists entering
polling stations, voting by fake ballots and some commission members not
signing or stamping ballot papers. Pens with vanishing ink have been seized
at three polling stations in Kiev and Drohobychi.

Several hundred polling stations have had power cuts, especially in Volyn
Region. The number of applications to vote at home has increased from the
usual 3 to 15-20 per cent at several dozen polling stations. A substance
resembling mercury has been spilled at some polling stations, and the local
authorities are looking for alternative premises. Several dozen local
electoral commissions have been subject to bomb alerts.
All this is preventing voters from casting their ballots.

He added that several polling stations failed to open on time, some were
not open by lunchtime and some remain closed even now. This includes
the station where a policeman's killing is being investigated. It is not
clear
whether the 1,300 voters registered there will be able to cast their ballots
by the end of today, the Voters' Committee spokesman, Oleksandr
Chernenko, has said. [Passage omitted: there are rumours of further
attacks planned on polling stations.]

Summing up the early findings of today's vote, Voters' Committee head
Ihor Popov said "much has been done in preparation to rig the vote", but
expressed hope that this can yet be prevented. He also predicted "many
court cases" to follow, both on substantiated complaints and contrived to
invalidate the vote in several hundred polling precincts.

The only positive thing is that the state of voter registers is much
improved on the first round, committee head Ihor Popov said. -30-

Illegal expelling of commissioners
Donetsk oblast
Constituency # 42, polling station # 31. All opposition commissioners
(Yevhenia Harmash, representative of V.Yushchenko, and three other members)
have been expelled. Now, expelled members are filing a claim with the
prosecutor's office.
Kyiv city
At night, the territorial election commission # 214 expelled many
commissioners form the polling station commission. As of 9.00 AM, the
decision was not appealed against.
Luhansk oblast
Constituency # 113, polling station # 32 (Severodonetsk town). Honchar
Maksym, Yakovenko Olesya, representatives of Viktor Yushchenko, have been
prevented from participation in the commission's meetings for three days,
from Friday. Also, they have been kept out of the today's meeting. After
that, at 8.30 AM, they were expelled form the commission. Now, commissioners
are executing a claim.
Kirovohrad oblast
Constituency # 100 (Kirovohrad city). At 5.00 AM on November 21, the
territory election commission passed a resolution # 6 and expelled more than
400 polling station commissioners representing the opposition candidate. In
the morning, the resolution' excerpts were delivered to polling station
commissions. At polling station, misunderstanding and chaos occurred.
Opening of polling stations was delayed. Resolution # 6 was posted at the
TEC # 100 at 8.09 AM only; however, it had no reference information.
Observers, authorized representatives, and journalists cannot examine
materials underpinning the resolution because of counteraction of
commissioners.
Keeping observers and journalists out of polling stations
Donetsk oblast
Constituency # 42, polling station # 11. An international observer from the
Ukrainian Congress Committee of America has been prevented form entering the
polling station.
Constituency # 42, polling station # 66. Nine men guarding the entrance door
have kept Volodymyr Stepanchenko, an observer from V.Yushchenko, out of the
polling station's meeting.
Constituency # 42, polling stations # 1, 45; constituency # 51, polling
stations # 34, 38. Observers and correspondents of the Tochka Zoru Newspaper
have been prevented from entering the polling station.
Kirovohrad oblast
Constituency # 104, polling stations # 12, 3, 4, 5, 8 (Dolyna rayon). Many
journalists from printed and electronic media are prevented form entering
polling stations.
Sumy oblast
Constituency # 162, polling station # 106 (Shostka town, vocational school #
19), 7:10 AM. Journalists of the TV and radio company "Telecomservice" can
not enter the polling station because of "unduly registered ID cards". Their
IDs have all required details (a photo, a seal, an issuance date and the
editor-in-chef's signature etc.). The same happened at polling stations #
122 (Shostka) and 149 (Myronivka village, Shostka rayon).
Constituency # 164 (Buryn rayon), polling stations # 140 (Sukhovertivka
village), 114 (Bizhivka village), 115 (Romanchukove village), 143
(Khustyanka village): journalists of the Ukraina Moloda Newspaper are
prohibited from entering the polling station. Commissioners claim that their

IDs do not contain the number of the newspaper's registration certificate.
Although journalists refer to the number and date of issuance of IDs, they
are kept out of the polling station.
Constituency # 164, polling station # 106 (Shostka town, vocational school #
19), 8:00 AM. Tetyana Ocheretko, representative of V.Yushchenko, being
included into the polling station commission by the decision of the
territorial election commission on Saturday evening, is kept out of the
polling station. Mrs. Ocheretko has a certificate of a commissioner with
her, but the commission refuses to acknowledge the document. At 9:20, she
was allowed to enter the polling station and take the observer's seat.
Readiness of polling stations to voting
Kyiv city
Constituency # 214, polling stations # 63 and ?75. The chair of the
commission is absent; quorum is unavailable, they cannot open the voting
process.
Infringements related to ballot papers
On November 20, the CVU was informed on delivery of ballot papers having
marks in front of V.Yunukovych's name to many polling stations. In
particular, spoiled ballots were given to polling stations in Turka town
(Lviv oblast), Okhtyrka, Krasnopillya towns (Sumy oblast).
Kharkiv oblast
Constituency # 179. The territorial electron commission decided to provide
polling stations with additional ballot papers by request. The shortage of
ballots occurred due to significant number of absentee voters. Polling
station # 160 was given 20 additional ballots, # 163 - 30, # 145 -20, #
169 -170, # 165 - 200, and # 168 - 500 ballots.
Interferences of unauthorized persons into the voting process
Sumy oblast
Constituency # 163, polling station # 96 (Krolevets town), 8:30 AM. Vitaliy
Biloysov, Krolevets town mayor, tried to snatch a camera-recorder out of
Andriy Tarnarutskyi, correspondent of the Tvoye Pravo newspaper.
Chernihiv oblast
Constituency # 209, polling station commission # 137 (Mnov village) allowed
unauthorized persons having certificates of the Socialist Democratic Party
(united)' members with them, stay at the polling station commission.
Illegal Voting of organized groups of absentee voters. Interference with the
Secrecy of Voting
Cherkasy oblast
In the morning, 17 buses (414 22 ?? - Ikarus, 036 07 ?? - Ikarus, 010 74
?? - Ikarus, 015 56 ??, 015 44 ??, 012 39 ?? - "IVEKO", 012 33 ??, 012 27
??, 012 14 ??, 012 21 ??, 012 17 ??, 012 38 ??, 012 30 ??, ?? 4408 ??, 011
96 ??, 877 79 ?? - Volkswagen) with absentee voters departed from Cherkasy.
According to resent data, representatives of the Our Ukraine have blocked
the bus # 011 96 in Shramivka village (Drabiv rayon).
constituency # 197: 6670 absentee ballots have been issued; constituency #
?198 - 2300 absentee ballots; polling station # 64, ??? ?197 (Moshnohirya
sanatorium) has appealed to the territorial election commission for
additional ballots. There, new "patients" arrived at the last moment.
Donetsk oblast
Constituency # 46, polling station # 16. A car with representatives of local
administration and managers of the railroad technical school parked near the
polling station. Students of the technical school come to the car after the
voting and register themselves.
Constituency # 58, polling station # 18. many students cast their votes
using absentee ballots and receive certificates to be presented to the
Dean's office.
Kyiv city
Near the Obolon brewery (Bohatyrska St.) a bus (09500 ??) with absentee
voters was noticed.
Zhytomyr oblast
Constituency # 69, polling station # 18 (Vysoka Pich settlement). A false
absentee ballot has been revealed.
Curious Incidents
Luhansk oblast
Constituency # 115, polling station # 81 (Kremenets rayon). During the
registration, the chair of the commission seized pens, and pencils out of
the observers. However, the chair informed that the commission would provide
them with the "service pen" if required. This precaution measures taken by
the chair seem to be provoked by gossips about "vanishing ink" utilized by
representatives of Yushchenko.
Kyiv city
At the constituency # 222, polling station # 95, the key stuck in the
safe-box' lock. The lock has been forced; however, a seal remained
untouched. One commission received all ballot papers; polling station
commission # 95 left some ballots in the safe.
Press Service of the CVU
The Committee of Voters of Ukraine is the all-Ukrainian NGO, which has been
monitoring the election campaigns in Ukraine for several years in terms of
adherence to Ukrainian laws and international standards of the democratic
election by the campaign's actors.
On the polling day, the Tochka Zoru Newspaper (published by the CVU)
delegated 10,000 special correspondents to polling stations. Some of them
will take part in holding the parallel vote-tabulation by the statistical

Keeping observers and journalists out of polling stations
Donetsk oblast
The group of criminals prevented the international observers from entering
the polling station. Taisiya Hladchenko, correspondent of the Tochka Zoru
Newspaper, and journalists of the ICTV Channel tried to remedy the
situation. When journalists started recording, criminals attempted to seize
their camera. They have taken away and broken the picture-taking camera of
T.Hladchenko. Later on, they beaten the woman. The gang of criminals was
headed by a person having an ID card of the Chetverta Vlada (the Forth
Power) media with him.
Constituency # 56, polling station # 56. Observers of the European Network
of Election Monitoring Organizations (ENEMO) were prohibiting from entering
the polling station. By request of the observers, Olena Serhiivna, chair of
the polling station commission, gave a call to the territorial election
commission and was instructed (by unknown officer) to keep observers out of
the station.
Chernivtsi oblast
Constituency # 204, polling station # 42, Chernivtsi. An observer V.Dovhan
was pushed into the black car ??? 2109 (number plate 710-20 ??) and abducted
from the polling station.
Luhansk oblast
Constituency # 110, polling station # 40 (Lysyschansk town). International
observers from the ENEMO were prevented from entering the polling station.
At the entrance door, they were stopped by the militiamen and a member of
the commission who demanded their registration with the territorial election

commission. The Chairman of the TEC Kostyantyn Hatilov ordered that they
should present not only certificates of international observers, but also
the certificate of the international organization having sent them to the
polling station.
Readiness of polling stations to voting
Volyn oblast
Communications or electricity was cut off at 150 polling stations. In
constituency # 23, 70 polling stations faced such problems, including 44
PECs in Kamin-Kashyrskyi rayon.
Rivne oblast
Constituency # 156, polling station # 214 (Storozhiv village, Korets rayon).
The polling station was cut off. Because of the Acts of God - strong wind -

Infringements related to ballot-papers
Dnipropetrovsk oblast
Constituency # 27, polling station # 4. Commissioners pulled ballot papers
out of their personal bags. They failed to explain origination of such
ballots to observers of the Committee of Voters of Ukraine. Observers have
drawn up the relevant statement on the infringement.
Kyiv city
Constituency # 222, polling station # 76 (Rostok Culture Club, Harmatna
St.). Commissioners are not signing ballot papers.
Volyn oblast
Observers inform that unknown persons have kidnapped a militiaman with
ballot papers and the safe box from the poling station # 143 (constituency #
23, Tsuman settlement, Kivetsivskyi rayon). According to the PSC's data, the
number of stolen ballots total 2,000.
Zhytomyr oblast
Constituency # 64, polling station # 63. In front of the name of a voter who
arrived at the polling station, a signature has been already affixed (the
ballot paper has been given out).
Interferences of unauthorized persons into the voting process
Vinnytsa oblast
Constituency # 12, polling station # 66 (Berezyno village, Vinnytsa rayon,
Vinnytsa psychoneurological hospital # 2). Persons "on duty" assist patients
with voting. Some patients complained that they would like to vote for
Yushchenko, but "assistants" have marked the Yanukovych' box.
Zhytomyr oblast
Constituency # 66, polling station # 163. Observers of V.Yanukovych stay
near ballot boxes and check out ballot papers.
Luhansk oblast
Constituency # 115, polling station # 81 (Krasnyanka viollage, Kremin
rayon), 9.00 AM. Unknown persons agitate for V.Yanukovych in the premise of
the polling station. The commissioners pretend to ignore agitation.
Illegal Voting of organized groups of absentee voters. Interference with the

Dnipropetrovsk oblast
60 persons went to the polling station # 21 (constituency # 40, Partyzanske
village) by two buses and cast their votes using absentee ballots at 9:21
AM.
A bus with absentee voters went to each of polling stations # 45 and ? 82
(constituency # 31, Kryvyi Rig); passengers of buses cast their votes using
absentee ballots.
About 50 young men cast their votes using absentee ballots at polling
station # 27 (constituency # 26).
Constituency # 29 (Dnipropetrovsk). 3-4 persons went by cars to the
territorial election commission and ask to put them on the voter's lists.
Rivne oblast
Constituency # 158. In Dubrovytsa rayon, employees of governmental agencies
vote using absentee ballots. Thus, employees of Dubrovytsa State Forestry
were conveyed from Dubrovytsa to Velyki Ozera village for absentee voting.
Sumy oblast
Constituency # 165, polling stations # 9, 11, Okhtyrka town. The same people
are voting by absentee ballots. They arrive at polling stations in groups by
5-7 persons and cast their votes.
Kharkiv oblast
Constituency # 182, polling station # 31 (Kyrylivka village. Krasnohrad
rayon). Correspondents of Tochka Zoru newspaper have registered the fact of
voting using the falsified absentee ballot. Several people tried to vote
under borrowed names. Observers of Yushchenko's HQ have noticed the
infringement and withdrawn passports of these persons. However, offenders
managed to get their passports back and drove off. Observers noticed the
car's number.
Kyiv city
Constituency # 222 polling station # 76 (26/2 Harmatna St.). There are many
buses from Crimea with absentee voters.

Criminal Interferences Into the Voting Process
Sumy oblast
Constituency # 165, polling station # 137 (Trostyanets town), 11:10 AM.
Pavlo Sulyma, member of the poling station commission, and Serhiy Andryukh,
observer from V.Yushchenko, were beaten. Witnesses identified criminals as
local residents.
Constituency # 160, polling station # 99 (Sumy city), 11:15 AM. The
journalist of the Tochka Zory newspaper happened to overhear conversation
between a commissioner and an observer from V.Yanukovych. They said that the
polling station would be attacked from 7:00 to 8:00 PM. Information on
possible attacks on this station have been circulated before.
Lviv oblast
Constituency # 120. Local residents happened to overhear the conversation
between young criminals and jobless persons on stealing ballot papers form
the polling station # 35.
Cherkasy oblast
Constituency # 202, polling station # 163 (Molodetske village, Mankiv
rayon) - in the morning, a site militia inspector found dead. Now, voting at
the polling station is terminated because of investigation, no alternative
premise has been allocated. At the polling station, 1,350 voters are
supposed to vote.
At night, polling station # 17 (constituency # 201, Smila town) was
destroyed; windows, tables, and ballot boxes were broken. At the polling
station # 109 (Borovytsa village, Chyhyryn rayon), windows were broken too.
Constituency # 198, polling station # 38 (Cherkasy University) - an observer
from Viktor Yushchenko was beaten, his camera (which he used for recording
the "merry-go-round" manipulating technique applied at the polling station)
was damaged.
Constituency # 198, polling station # 44: a journalist was beaten when
observers were trying to block a bus with absentee voters.
Kirovohrad oblast
Constituency # 102, polling station # 92: Serhiy Holodnyuk, observer, was
pulled out of the polling station by unknown persons (driving the Volha car
31 129, number 84740??), and beaten. Criminals have stolen his
camera-recorder. Militiamen failed to react to the crime. An observer is
filing a claim with the court.
Odesa oblast
Constituency # 139. A gang of young criminals turned journalists of the
Tochka Zoru out of the polling station # 100 (Odesa oblast). At that,
journalists were prohibited from voting by absentee ballots. Commissioners
refused to accept a statement on infringement of the laws of Ukraine.
Readiness of polling stations to voting
Kirovohrad oblast
Constituency # 100, polling station # 102 (Kirovohrad city). The commission
has failed to start its operations yet. Only eight commissioners arrived at
the polling station. Others are absent. According to the recent data, the
TEC allowed the present commission to fulfill their duties. It is decided to
force the safe box with documents and a seal using an electric saw.

Constituency # 127 (Skole town). International observers revealed 1500
ballot papers with marks in front of Yanukovych's name. The polling station
has recognized these ballots as invalid.
Kyiv city
Constituency # 222, polling station # 76. Commissioners are not signing
ballot papers.
Constituency # 223, polling station # 62. Commissioners issue ballot papers
without pulling check slips away.
Dnipropetrovsk oblast
Constituency # 30, polling station # ?12 (Dniprodzerzhynsk). Persons who
received ballot papers under borrowed names were caught red-handed. Also, a
commissioner was signing ballot papers instead of voters.
Odesa oblast
Constituency # 143, polling station # 45 (Protopopovka village, Odesa
oblast). Commissioners have issued a ballot paper to a voter having no
identity documents with him. In addition, according to Mr. Ruchko, member of
the polling station commission # 45, shocking things happen at that station.
Thus, not only commissioners, but also official observers were issuing
ballot papers to voters.

Constituency # 222, polling station # 65. At the entrance door, militiamen
check up the registration documents of voters.

16 absentee voters, who cast their votes at the polling station # 55, go by
GAZel 004-61 ?? car to another stations. Local residents have identified
them as employees of the Social Insurance Fund.
Zhytomyr oblast
Constituency # 68, polling station # 80 (Korostyshiv). About 15 persons have
cast their votes using falsified absentee ballots. These ballots are have
different font of the number (figures are more solid).
Lviv oblast
Constituency # 117, polling station # 10. Falsified absentee ballots were
revealed.
Sumy oblast
Constituency # 160, polling station # 67 (Sumy national Agrarian
University). Observers have identified a person casting his vote for the
third time. As of 10:30 AM, 1,350 absentee voters have voted at the polling
station. More absentee voters arrive.
Cherkasy oblast
Constituency # 197, polling station # 36 (military command in Orsdhanets
village) - yesterday 3,000 new servicemen arrived; they will vote at the
polling station.
Dnipropetrovsk oblast
Constituency # 38, polling station # 105. About 20 persons tried to vote
using absentee ballots of the constituency # 40.
Zaporizhzha oblast
As of 12:00 AM, international observers have noticed seven minibuses (Gazel
08906 ??, blue Bohdan 46065 ??, ?karus 4902 ???, Ikarus 0565 ??, blue ?karus
44903 ??, red Ikarus 3010 ???) transporting people from one polling station
to another.
Odesa oblast
Constituency # 140, polling station # 1 (Ananyiv town, Odesa oblast).
Observers have noticed one man who brings organized groups of young people
casting their votes by the additional voter's lists.

cast ballots in favor of Yuanukovych in one box, and for Yushchenko - in

drunken man has fallen in the polling booth and torn the curtain. One
polling booth was damaged.
Rivne oblast

Militia major Prypyshnyuk is drunk.

Constituency # 23, polling station # 133. Observers of the candidate for the

Criminal Interferences Into the Voting Process
Chernihiv oblast
At the polling station # 73 (constituency # 13, Berezna urban-type
settlement, Menskyi rayon), voting was suspended. At 10.15 AM, Mekskyi
rayon interior office was given a call about availability of a bomb in the
polling
station # 73.
Chernivtsi oblast
A drunken man having a knife rushed into the polling station # 30
(constituency # 204). He claimed that he was a supporter of V.Yushenko and
would slab any person opposing to Yushchenko. At the time, no militiamen
stayed at the polling station. Commissioners managed to calm a drunken man
down and turn him out of the polling station in twenty minutes only.
Keeping observers and journalists out of polling stations
Donetsk oblast
Constituency # 42, polling station # 45. Ever since the morning, journalists
and observers tying to enter the polling station have faced the problems.
Criminals disturb them all the time. When being asked about their
affiliation, criminals answered that they were "nobody". Until now,
journalists of the Tochka Zoru newspapers were not allowed to enter the
polling station.
Luhansk ???????
Head officials of the polling station commission # 43 (constituency # 116,
Stakhanov) have prohibited correspondents of the Luhanchany and Nezalezhnist
Newspapers from entering the polling station. When being asked by Iryna
Kozachenko, an observer, about reasons of such prohibition, one of the
commissioners answered: "It was decided by Viktor Yanukovych's HQ". When
Iryna Kozachenko retorted that it was an infringement of the law, it turned
out that the HQ of Yanukovych had the final word.
Sumy oblast
Constituency # 165, polling station # 135 (Trostyanets town). Head of the
Trostyanets rayon state administration Mykola Berezin and Hryhoriy Dashutin,
national deputy of Ukraine, tried to withdraw a recording camera from an
observer of Viktor Yushchenko.
Readiness of polling stations to voting
Chernivtsi oblast
Work of polling stations # 67 and 68 in Toporivka village has been suspended
for a while. Commissioners have revealed liquid resembling mercury spilled
in a premise. Officers of the law enforcement bodies turned all
commissioners out and locked the door. Now, officers of the Ministry of
Emergencies are working at the polling stations.
Observers of the CVU revealed that the building on 3G Kyshynivska St.,
Chernivtsi, had been included into the voter's lists at polling stations #
81 and 84 of constituency # 204. Observers of the CVU and members of the
polling station commission # 81 took control of the lists in order to
prevent simultaneous voting at both stations.
At the same time, 113 citizens have not been put on the list at poling
station # 15 (constituency # 204).
Cherkasy oblast
Constituency # 197, polling station # 27. Before the polling day, people
being missed in the electoral registers had been assured that they would be
put on the record. However, today they names were left out, people are
referred to court and the territorial election commission.
Infringements related to ballot-papers
Kyiv oblast
Constituency # 96, polling station # 85. Petro Melkyk, Rector of Academy of
the State Tax Service of Ukraine (Irpin town), bought absentee ballots from
students by 100 UAH per each.
Kharkiv oblast
Constituency # 171, polling station # 13 (Kharkiv city). Commissioners are
not signing ballot papers.
Zaporizhzha oblast
Vadym Tykhonov, deputy of Zaporizhzha city council, informed that he had
noticed a bus with great number of ballot papers. The deputy and a group of
observers stopped the bus and called for militiamen. Now, the bus is blocked
near Zhovtnevyi district militia office (Zaporizhzha city). Representatives
of the Ministry of Internal Affairs give no comments thereabout. The deputy

informed that the bus came from Tokmak town.
Sumy oblast
Constituency # 161, polling station # 5. Adding of ballot papers was
registered at the polling station of Bilopillya town. Andriy Khomyak, head
physician of the Central rayon hospital, commissioner representing Viktor
Yanukovych, shielded the box with his body during adding ballots. Later on,
the commissioner representing Volha Oleksandr Babchenko came to the box,
lifted it, and scattered a pack of ballots. Oleksandr Usenko, a journalist
of the Tvoye Pravo Newspapers, who has recorded the fact of adding ballots,
is threatened by three journalists of the Ploshcha Nesaleznozty, 2 Magazine
(published by the oblast state administration).
Interferences of unauthorized persons into the voting process
Zaporizhzha oblast
International observers noticed a black Audi car without number plates,
parked near the polling station # 40 (Zaporizhzha city, constituency # 78).
In the car, four criminal-looking persons sat. A militia officer, being
asked by international observers to inspect the car and its passengers,
refused to do so.
Chernihiv oblast
Constituency # 213, polling station # 49. Head of Koryukiv rayon state
administration and the head of village council have broken a recording
camera owned by an observer of Viktor Yushchenko.
Odesa oblast
Constituency # 140, polling station # 10 (Baitaly village, Ananyevsk rayon).
Correspondents of the Tochka Zoru newspaper are prohibited from free moving
by the polling station. When journalists referred to the Law of Ukraine On
Election of the President of Ukraine, militia officers threatened them with
"rough justice".
Sumy oblast
Constituency # 165 (Trostyanets town). Head of Trostyanets rayon state
administration Mykola Berezin and Hryhoriy Dashutin, people's deputy of
Ukraine, went from one polling station to another and give instructions to
chairmen, deputy chairmen, and secretariats of polling station commissions.
Kharkiv oblast
Constituency # 179, polling station # 146 (Kochetock town, Chuhuiv rayon). A
polling station was visited by Kysylytsa, head of the territorial election
commission, who prohibited the correspondent of the Tochka Zoru from video
recording.
Illegal voting of organized groups of absentee voters. Interference with the
secrecy of voting
Kharkiv oblast
Constituency # 178, polling station # 19 (Kharkiv city). About 70-90 persons
cast their votes using absentee ballots.
Constituency # 179, polling station # 168 (Mospanovo village, Chuhuiv
rayon). A polling station received numerous buses with absentee voters.
Also, repeat voting of the same persons was registered.
Constituency # 182, polling station # 62 (Krasnohrad rayon). Groups of
people went from one polling station to another and vote using borrowed
absentee ballots. Observers managed to seize a passport of one of them. At
that, it came to blows. Militiamen did not respond to the fight.
Constituency # 182, polling station # 3 (Lozivskyi rayon). There are many
absentee ballots sealed with the stamp of the territorial election
commission # 182 in rayon, number of which does not correspond to
numeration accepted in the rayon.
Cherkasy oblast
Constituency # 200, polling station # 130. Several buses from Kyiv went to
Vasyutyntsi village. About 300 passengers are willing to vote by absentee
ballots.
Odesa oblast
Constituency # 142, polling station # 13 (Karolino-Buhaz village, Ovidopol
rayon). Two mini-vans with absentee voters arrived at the polling station.
During the voting, one person dropped out the second absentee ballot issued
by one of the polling station of constituency # 135. According to
information of commissioners, these persons are masked militia officers.
Sumy oblast
A group of absentee voters arrived at Ulyanivka village (constituency # 160,
polling station # 20) by bus Ikarus 001-95. Later on, they voted at the
polling station # 29, constituency # 160, in Sumy. The bus was convoyed by
green Jeep "Hunday" with Russian number plates. All events were video
recorded.
Curious Incidents
Chernivtsi oblast
Polling stating # 92 (constituency # 204) was closed because a broken
thermometer and silver drops were revealed in a polling booth. Commissioners
called for militiamen, who locked the polling station. Now, officers of the
Ministry of Emergencies are working at the poling station.
Luhansk oblast
All members of the territorial election commission # 115 (Svatove town) have
a rest time at 10:00 AM. Commissioners had rooms booked for them at the

Criminal Interferences Into the Voting Process
Zakarpattya oblast
At polling station # 12 (constituency # 71, Mukacheve), 15-20 young
criminals have beaten journalists of the Staryi Zamok and Trybuna
Newspapers. In a pointed manner, they have torn the ID card of Tetyana
Ratushnyak into pieces.
At the polling station # 71 (the same constituency, Klyacheve village),
three dark green cars ??? 2109 with six passengers were noticed. Passengers
have beaten Andriy Zlenko, journalist of the Staryi Zamok newspaper, and
taken his camera.
Cherkasy oblast
At polling station # 17 (constituency # 198), four unknown persons rushed
into the premise for voting, broken ballot boxes and stained ballot with ink
crying out "Your bloody Yushchenko!". Then criminals disappeared. Now,
militia officers are working at the polling station.
Sumy oblast
In Sumy, polling station # 28 was attacked (constituency # 160). First,
falsified ballots were added to ballot boxes. Observers have noticed the
fact of adding ballots. Then, 10-12 masked persons with bats rushed into the
polling station. They started smashing ballot boxes down. Only one
commissioner dared to counteract them; he was severely beaten. Having
destroyed the boxes, criminals got into their cars and driven off. Voting
process has been suspended. Commissioners called for militia officers. Now,
voting is going on; to this end, they use one ballot box, which remained
intact.
Keeping observers and journalists out of polling stations
Mykolaiv oblast
Constituency # 131, polling stations # 103, 107, 104, 124, 120. Observers
from Yushchenko were removed from the premise under pretence of invalidity
of their certificates. At that, unknown young people menaced observers.
Infringements related to ballot-papers
Lviv oblast
One more attempt to spoil ballot papers was distribution of leaflets having
contents as follows: "Yes! Residents of Stryi for Yushchenko!" Each leaflet
was attached with three stickers bearing the same inscription to be stuck on
ballot papers "...in order to prevent falsifications".
Khmelnytsk oblast
In Pidlisnyi Mukariv village (Dunaeyvtsi rayon), each voter was given two
ballot papers. Also, commissioners allowed voting by several passports.
Zaporizhzha oblast
At the polling station # 94 (constituency # 84), international observers
witnessed behavior of commissioners after the voting at home. They brought
unused ballot papers with them and started filling in and adding them to
polling boxes before the international observers.
At 3:10 PM, an unknown man having many passports with him came to the
polling station. He gave passports to commissioners, who issued ballot
papers for these documents and signed the voter's lists.
Dnipropetrovsk oblast
Polling station commissions # 46, 54 (Nikopol, constituency # 36) were given
ballot papers by 35 % more when voters put on registers. Observers believe
that they are going to frame up the election.
Interferences of unauthorized persons into the voting process
Khmelnytsk oblast
Employees of Kamyanets-Polilskyi town executive committee are often met near
the polling station. Voters say that employees are "on duty" there.
Ivano-Frankivsk oblast
Constituency # 90, polling station # 16 (Delyatyn urban-type settlement,
Nadvirna rayon). Unknown persons having IDs of the Luhansk Cable TV with
them arrived at the polling station. Commissioners and observers of the CVU
have revealed that such IDs missed the required details (registration or
identification code etc.). The so-called "journalists" impeded work of
commissioners and prevented people from voting. Repeatedly, they tried to
record voting of individual persons in ballot-booths. The groups were
equipped with high-quality cameras. Often, they manifest aggression.
Illegal voting of organized groups of absentee voters. Interference with the
secrecy of voting
Zakarpattya oblast
In Zakarpattya oblast, there are many citizens willing to vote at home -
more than 27,000.
Khmelnytskyi oblast
At the polling station # 59 (Khmelnytskyi town, constituency # 190),
observers of the CVU notices 50 persons with absentee certificates, who came
from Derzhanya and Stara Synyava towns. Having voted at polling station #
59, they tried to vote at another polling station, but were caught
red-handed. The case was passed to law-enforcement bodies.
Zhytomyr oblast
About 15 persons voted by falsified absentee certificates at polling station
# 80 (constituency # 68). False ballots have different font of numbers
(figures are more solid that a mesh).
Zakarpattya oblast
A yellow mini-van convoyed by the patrol car went from one station in
Uzhorod rayon to another. There are 12 young men in the mini-van having the
absentee certificates with them. They have voted at several stations.
Kyiv city
Constituency # 220, polling station 56. Absentee voters arrived in two buses
(003 48 ??, 00159 ??) convoyed by the patrol car Zhyhuli 668 70 ?? form
Cherkasy. In addition to illegal voting, they have punctured tires of a car
of a voter, who inquired about the reason of buses' stay near the polling
station (voter Drozhanskyi, car 44086 ??).
Constituency # 222, polling stations 43, 57 (located alongside). A bus with
absentee voters came. People divided into two groups and entered the polling
stations. By request of observers, commissioners have registered personal
data and numbers of absentee certificates of such voters. Observers inform
that it was a white Bohdan bus, route number 554, "Polissya" 000-28 ??.
Voters are registered in Luhansk, Kharkiv, Donetsk and Luhansk oblasts,
and absentee certificates have been issued in Vasylkiv town, Kyiv oblast.
Constituency # 222, polling station #51. Organized group of absentee voters
dissolved. Some voters stayed at the polling station, others went away
following arrival of observers and cameramen.
Curious Incidents
Donetsk oblast
At the polling station # 22 (Kramatorsk, constituency # 57), Stanislav
Ryabenko, a lower from the Russian Federation, "bumped into" the drunken
head of the polling station commission, Mr. Pluzhnyk. When S.Ryabenko
addressed to the head of the commission, the latter cried out: "Cheers to
our guest from the Russian Federation!"
"I am not a court expert, - comments S.Ryabenko on the situation, - but it
seems to me that the official behaves in a queer way". People present at the
polling station agreed with Mr. Ryabenko.
Cherkasy oblast
At the Saint Michael Cathedral (Cherkasy city), the parish was given icons
having agitation leaflets in support of Viktor Yanukovych on the backside.
