Oleksii Sobolev

Oleksii Sobolev is the Minister of Economy, Environment, and Agriculture of Ukraine (appointed July 17, 2025). He leads policy to accelerate growth, reform governance of state-owned enterprises, attract private investment, advance Ukraine’s green transition, and raise agricultural productivity and export competitiveness.

Before his appointment, Sobolev served as First Deputy Minister of Economy (July 2024–July 2025), coordinating implementation of the EU’s €9.3 billion Ukraine Investment Framework under the Ukraine Facility, reforms of state asset governance, privatization, and measures to crowd in private finance during wartime reconstruction. Previously, as the Deputy Minister for digital development and transformation (2023–2024), he expanded digital public services for business. 

From 2018 to 2023 Sobolev headed the state enterprise Prozorro.Sale after leading its launch at Transparency International Ukraine. Under his leadership, Prozorro.Sale became the national platform for transparent auctions of state and municipal assets. In 2022, it received the United Nations Public Service Award 

in 2022 received the United Nations Award in Public Service Innovation. In 2015–2016 he advised the Minister of Infrastructure on open data, transparency, and corporate governance in state-owned enterprises, helping establish practices that informed procurement and asset-management reforms.

Sobolev previously worked as an investment manager, and served as President of CFA Society Ukraine and Chair of the Infrastructure Transparency Initiative (CoST) in Ukraine, promoting professional standards and infrastructure transparency. He is an Honorary Professor of Practice at the Kyiv School of Economics, where he teaches practice-based courses on public finance and investment attraction.
