Vladyslav Rashkovan has served as Alternate Executive Director at the International Monetary Fund since February 2017, representing Ukraine and 15 other European countries on its Executive Board.
Prior to the IMF, Vladyslav held senior positions in Ukraine’s financial sector, including Deputy Governor of the National Bank of Ukraine, where he led financial sector reforms and institutional turnaround transformation. Before joining the NBU in 2014, he served as Chief Financial Officer of UniCredit Group in Ukraine, being also involved in M&A and turnaround projects across Central and Eastern Europe.
Earlier in his career, Vladyslav worked in academia and consulting. His civic engagement includes serving on the National Reform Council (2014-2016), chairing the Banking Committee of the American Chamber of Commerce in Ukraine (2010-2014), and serving on the Board of Directors of the Kyiv School of Economics (2012-2014).
Since Russia’s full-scale invasion of Ukraine, Vladyslav has been central to international efforts supporting Ukraine’s financial stability and post-war reconstruction. He currently focuses on developing reform architecture and innovative financing mechanisms for Ukraine’s recovery, with particular emphasis on institutional building and municipal-level reconstruction.
Vladyslav speaks regularly at leading universities, including Stanford, Harvard, Yale, Princeton, Brown, UChicago, Berkeley, Georgetown, LSE, Bocconi, and major think tanks focused on geoeconomics such as the Council on Foreign Relations, CSIS, Brookings, Carnegie Endowment and others.
