William S.C. Thompson

Will Thompson has a distinguished career in emerging markets finance, having served in multiple roles across the DFC, including as a principal investor, regional policy lead, and development impact economist. Currently, Will is Director of Global Fund Investments at the DFC. In this role, he sources and leads multi-regional fund investment transactions with the goal of advancing U.S. foreign policy, driving development impact, and generating financial returns for the taxpayer. In this capacity, he served as the lead commercial investment officer in supporting the development of the U.S.–Ukraine Reconstruction Investment Fund, known colloquially as the “Ukraine Minerals Deal,” between the governments of the United States and Ukraine. In addition to his investment leadership, Will is a core member of DFC’s critical minerals team, coordinating the agency’s role in advancing the United States’ strategy for resilient and secure critical mineral supply chains.

Since joining DFC as an Economist in 2015, Will has led agency policy for the Western Hemisphere (2018–2020), served as Senior Economist (2020–2021), and was a founding member of the team that launched the agency’s direct equity program (2021–2023). Prior to DFC, he held policy and economic roles at the U.S. Department of Labor. Will has a B.A. from Southern Methodist University.
