Yegor Perelygin currently serves as the Deputy Minister at the Ministry of Economy, Environment and Agriculture of Ukraine. Mr. Perelygin’s portfolio includes natural resources, subsoil use, critical minerals, geology and related policy development, forestry and timber, as well as the US-Ukraine Investment Reconstruction Fund. He also handles the war-risk insurance track and oversees the Ministry’s investment track and department. Yegor Perelygin is known as a respected voice on critical minerals and supply chain analysis in mining and processing. He has completed a number of important reforms in Ukraine like declassifying geological information on critical minerals, leading the adoption of the United Nations Framework Classification for Resources 2019 standards (UNFC), spearheading the digitalization of geological data and leading the local market towards large-scale private investments.

Mr. Perelygin brings over a decade of top-level experience in executive leadership, operational management, investment management across the energy, mining, and banking sectors.

Prior to his current government role, Mr. Perelygin was the Interim CEO of UMCC Titanium, one of Europe’s largest producers of ilmenite, rutile, and zircon concentrates. From 2021 to 2025, he led the company through critical development stages and strategic operations. He completed a successful “turnaround” and led UMCC Titanium to a historic privatization at the end of 2024. Ever since leading UMCC Titanium, Yegor Perelygin has become somewhat of a “Resource Architect” for Ukraine. 

His earlier career includes serving as Chief Investment Officer at a Ukrainian oil company and as CEO of an engineering firm engaged in lithium and graphite projects.

With a strong background in banking, Mr. Perelygin has held board-level roles at two Ukrainian banks and served as an Independent Director on the Supervisory Board of another local bank.
