DLF Attorneys-at-law report that since January 2026, Ukraine has introduced a simplified procedure for obtaining permits and conclusions for international transfers of military and dual-use goods conducted under international treaties. The new framework shifts key export control review to the treaty approval stage and reduces the timeline for obtaining transfer permits to 15 calendar days, provided specific requirements are met. While streamlining the process for eligible transactions, the changes maintain state registration requirements and compliance obligations for authorized exporters.
