The National Bank of Ukraine has enacted new regulations establishing an open banking system and enhancing the regulatory environment for modern fintech services. Effective August 1, 2025, the framework introduces secure data-sharing standards, API-based payment services, and third-party access to user accounts in line with the EU’s PSD2 Directive – marking a key step in Ukraine’s financial sector digital transformation.
