On November 30, 201, Kyiv hosted a seminar entitled "Building By-laws in 2012: Regulation, Unauthorised Construction, Real Estate Registration". Natalia Dotsenko-Belous, senior associate with Vasil Kisil & Partners Law Firm was invited to speak at the event.

Natalia highlighted issues related to urban planning, conducted a systematic analysis of the hierarchy of the current building legislation, considered the new rules to come into force in 2012, the legal status of building owner, types and classification of objects of construction, the sequence of actions with respect to assets under construction. She also covered the specifics of the preparation of planning documentation.

In her presentation Natalia paid special attention to resolving land issues in the process of urban planning implementation. Mrs. Dotsenko-Belous described in detail the permissible types and ways of acquiring rights to land plots for development, especially how it applies in specific situations, and the likely prospects for accelerating the acquisition of land for construction from January 1, 2012. Attendees of the seminar also had the opportunity to get a detailed explanation of the extension and renewal of the right to lease land for construction, taking into account the changes proposed by the Urban Planning Law, as well as clarification of the intended purpose and boundaries of the permitted use.
