Vitaliy Radchenko, senior associate and coordinator of the Energy and Projects practice with the Kyiv office of CMS Cameron McKenna, delivered a presentation on “Recent Developments in Ukrainian Oil and Gas Legislation” during the recent 3rd Annual Ukrainian Energy Forum. The event was organised by Adam Smith Conferences and took place in Kyiv on 28 February – 1 March 2012.

In his presentation Vitaliy provided a general overview of the oil & gas sector in Ukraine, explained why the sector is attractive for investors and focused on the areas of potential growth. Vitaliy touched upon the most frequent novelties in Ukrainian oil & gas legislation with a special focus on changes in the licensing regime, amendments to the legislation on product sharing agreements, and significant liberalisation, reform and re-formatting of the natural gas market with a view at the key provisions of the Law of Ukraine “On Basic Principles of the Natural Gas Market Functioning” coming into force in 2012. Vitaliy also shared some tips that investors should keep in mind while working with state counterparties in Ukraine.

In addition to presenting, Vitaliy also moderated a session entitled “Identifying The Opportunities That Exist In Ukrainian Hydrocarbon Exploration And Production And How To Best Take Advantage Of Them”, as well as a roundtable entitled “Dialogue Between Government And The Oil & Gas Community On How To Stimulate Large Scale Development Of Ukraine’s Hydrocarbon Resources”, which followed-up with a lively discussion between the panellists and audience.

Adam Mycyk, managing partner and head of corporate and M&A practice in Ukraine, also joined the Forum and moderated a session devoted to a discussion of unconventional gas development in Ukraine.

The forum was attended by more than 150 representatives from major Ukrainian and international energy companies and other adjacent industries and sectors.
