Currently Lviv needs at least three major public assets:

  1. Big modern concert hall that would become a new center of development of city culture;
  2. Modern sport field for different kinds of sport including winter sports;
  3. World class exhibition center that would facilitate exhibition-congress activity in the city that is currently limited by the possibilities of old small buildings.

Therefore, the representatives of the public understanding the weight if the above-mentioned problem have suggested their conception of creation and development of multifunctional public complex in the suburbs of Lviv. This complex will combine in itself functions of modern concert hall, big business class conference hall, world class exhibition center, high-quality and at the same time budget hotel. Conception is based on the examples of such complexes in the USA (High Point Fare), in Europe (Fiera Milano) and in Russia (Krokus). The fact that stadium “Arena Lviv” has been built to Euro-2012 and infrastructure has been prepared is also taken into account. The implementation of the project will create up to 1500-3000 workplaces, will attract additional costs to the local budget and will facilitate development of city transport system in general.

The first stage of the project includes building of conference hall of module structure that will seat from 1000 to 9000 visitors simultaneously, exhibition complex with 2 or 4 halls, exhibition hall equipped for modern art expositions and food court adjusted for holding banquets up to 5000 persons and parking for 5000 parking lots.

The second stage – hotel (3 stars) with the occupancy of 3000 persons simultaneously and shopping and entertainment center that will consist of food supermarket, shopping area, entertainment area for active family rest (skating rink , roller skating rink, rock climbing wall, bowling etc.), modern cinema with several cinema halls and media library. Free Wi-FI will be available on the whole territory of the complex.

The third and the fourth stages will be started in case of necessity of extension of exhibition halls. They will have the same structure and functional zonation as the exhibition hall of the first stage.

Tentative feasibility indexes:

Conference hall – 35 000 square metres

Exhibition complex – 350 000 square metres

Hotel – 135 000 square metres

Shopping and entertainment center – 300 000 square metres

Establishment of such multifunctional complex will strengthen role of Lviv as the city of business, logistics an culture connection between Ukraine and Europe. The following list of exhibitions makes it reasonable to start building the above-mentioned complex in Lviv: „ElitEXPO“, „Windows. Doors. Roof“, „BudEXPO“ (twice per year), „GalMed: Health and Long Life“, „Dental Fair“, „Child World“, „Derevoobrobka“, „Styl“, „Heating“, „TurEXPO“, „ Continent of Entertainment“, „Hotel and Restaurant Business“, „Dental-Ukraine“, and such specialized exhibitions as „Heating Technology of the Solid Fuel“, „Optics Market“, „Alternative Energy“, „Metal. Equipment. Instrument“, „Electricity“, „Heat. Water. Air“, „School Fair“, „Lviv Furniture Salon“, „Seeds and Agricultural Implements“, „Comfort“, „Interdesign“, „Autotech. Bus“, „Book Forum in Lviv“, „Lviv International Children Festival“. Thousands of companies and firms are participants of these exhibitions annualy, thousands of Lviv citizens and visitors attend these exhibitions. Every year there is a number of unscheduled activities.

Tendency of increase of amount of participants and the cities where they come from, high-quality grow of content and design of exhibitions, promotion materials and means of presentation, increase of accompanying scientific-practical and cultural activities is observed at all exhibitions nowadays.

At the same time further growth of exhibitions is restrained by the absence of respective exhibition halls.

Reference: At one time International Audit Company Ernst & Young that is one of the world four biggest companies among similar companies with the headquarters in New-York was interested in the territory around Lviv stadium to Euro – 2012. Its representatives took part in signing the agreement with the chairs of City Council concerning respective conception of building. Although this conception was not introduced to the Lviv community.

“I believe that the necessity for a congress hall should not cause any doubts. However, the problems that might appear during the actual implementation of such a major project might be caused by the lack of legislative basis that would guarantee investors the stability of the project as well as would allow to get the land plot for free or at a low price. Taking into account such situation  Ukraine does not receive  billions of dollars of infrastructural investment from which we could all get benefits. Furthermore, I would like to point out that in fact foreign investors do not receive almost any benefits or privileges in our country, while at the same time such favorable treatment can be found in many other states. ”
