WASHINGTON, D.C. - PMD International, Inc. ("PMD"), a private investment bank formed in 1987 which focuses exclusively on cross-border transactions and investments in emerging markets, has been approved for membership in the U.S.-Ukraine Business Council (USUBC), the USUBC executive committee announced today on behalf of the entire USUBC membership of over 130 companies and organizations who have business operations, investments or other development programs in Ukraine.

REX E. PINGLE, PRESIDENT
Rex E. Pingle is President of PMD International Inc. Mr. Rex Pingle has over thirty-five years of experience in commercial and investment banking in emerging markets, providing private sector investment and financing, and related investment advice services to governments, corporations and financial institutions.
"USUBC has been working with Rex he has attended some USUBC sponsored events in Washington, D.C. He is presently working on some projects related to serious investments in Ukraine," according to Morgan Williams, Director, Government Affairs, Washington Office, for the SigmaBleyzer Private Equity Investment Management Group, who serves as President of USUBC.
"Rex will represent PMD on the USUBC board of directors. USUBC is most pleased to have the private investment bank of PMD International as a new member and look forward to working with them to bring more international business projects and funding to Ukraine," Williams stated.
BEGAN HIS BANKING CAREER IN 1973
Mr. Pingle began his banking career in 1973, and since then has been involved in a wide range of corporate and project financing transactions worldwide. He has arranged equity and debt funding for private sector projects and infrastructure development and has provided financial advisory services to corporations, financial institutions and governments.
Mr. Pingle has been the President and CEO of PMD International, Inc. ("PMD") since its establishment in 1987. Mr. Pingle is responsible for PMD's worldwide activities. From 1981-1988, Mr. Pingle was Senior Vice President of Lazard Frères & Co. in New York and Director of the International Government and Corporate Finance Group, responsible for all emerging markets activities, including corporate and project finance, government advisory and debt restructuring assignments.
From 1980 to 1981, he served as Senior Investment Officer at the International Finance Corporation. From 1973 to 1979, Mr. Pingle was a Vice President of Chemical Bank, New York; Director of Chemical Asia Ltd., Hong Kong; and a member of the Credit Policy Committee of the Bank.
Mr. Pingle graduated with a B.A. in History form the University of Virginia in 1968. In 1971, he obtained a Diploma in International Economics from the Free University of Brussels. Subsequently, he completed course work in economic development and international trade at The Johns Hopkins University.

DEBT RESTRUCTURING
PMD senior staff have experience in restructuring both sovereign and private sector debt in a number of countries over the past twenty-five years. PMD senior staff participated in a significant amount of the country debt restructuring assignments undertaken between the late 1970s and mid-1980s in Latin America, Africa and Asia.
GOVERNMENT ADVISORY
PMD senior staff have represented governments and government-owned companies in two dozen countries over the past twenty-five years. PMD has extensive experience in advising governments on attracting inward investment, project finance and development of capital markets. PMD’s advisory experience and understanding of governmental issues and public policy concerns are extremely useful in facilitating the communication required to complete any government assignment successfully.
CORPORATE FINANCE, ACQUISITION & DIVESTITURE
PMD raises funds for client transactions primarily through the private placement of debt or equity.
