WASHINGTON, D.C. -- INVITATION - The U.S.-Ukraine Business Council (USUBC), www.USUBC.org, invites you to participate in a working Business Roundtable Luncheon with Olena Kovalova, Deputy Minister of Agrarian Policy and Food of Ukraine and Olena Sukmanova, Deputy Minister of Justice of Ukraine, and Denys Nizalov, World Bank, at 12:15 p.m - 2:00 p.m on Thursday, March 22, 2018 in the offices of USUBC member, Cargill, The Executive Building, 1030 15th street, NW, Suite 650 West, Washington, D.C. 20005. (same building as USUBC office). A light lunch will be served.
This will be a first meeting of USUBC members with the Deputy Minister of Agrarian Policy and Food of Ukraine Olena Kovalova, Deputy Minister of Justice Olena Sukmanova and Denys Nizalov, World Bank (bios and photos found below) who will make presentations about practice of protecting investor rights, the protection of agricultural producers from raider attacks and streamlining the registration of land related rights as well as actions of to stimulate investments and development of agricultural and agribusiness sector. The Q&A session will follow.
USUBC is very fortunate to have an opportunity to meet with Ms. Kovalova, Ms. Sukmanova and Deniys Nizalov to discuss critically important issues such as agribusiness development, facilitating investments in agriculture and rural areas of Ukraine, protecting rights of investors and land users.
Denys Nizalov, PhD., World Bank, is Director of Project, "Capacity Development for Evidence-Based Land & Agricultural Policy Making Project in Ukraine" and Stanislav Lurie General Director of the state enterprise "National Information Systems," will also be a major participants in the program. USUBC thanks Denys for working with USUBC last year and this year to organize this type of meeting.

OLENA KOVALOVA, DEPUTY MINISTER OF AGRARIAN POLICY AND FOOD OF UKRAINE
Ms. Kovalova was appointed a Deputy Minister of Agrarian Policy and Food of Ukraine in December 2015
Her functional responsibilities include the following: strategy coordination of agrarian economy development; macroeconomic forecasting and planning; development of agro-industrial production, economic analysts; organization of current and future agriculture projects and programs development, structural changes, demonopolization and monopoly regulation.
Previous experience:
Leading researcher of the problems sectoral and territorial problems management NSC "Institute of agrarian economy" NAAS of Ukraine. Olena was a freelance adviser to the Minister of Agrarian Policy and Food of Ukraine in the 2012-2013, She has been working as Director of Strategic and Economic Development in the Ministry of Agrarian Policy and Food of Ukraine during 2015. Has Ph.D. in Economics.
OLENA SUKMANOVA, DEPUTY MINISTER OF JUSTICE ON STATE REGISTRATION
Ms. Olena Sukmanova is a Deputy Minister of Justice of Ukraine responsible for supervision and coordination of the Department for State Registration and Notary. Before coming to the government service in 2017, Ms. Sukmanova spent about 17 years in private sector including litigation and banking.
She has a PhD in Law from the National Academy of Sciences of Ukraine and an MBE from the "Interregional Academy of Personnel Management".
In 2018 was included into "TOP-100 Most Successful Women of Ukraine" ranking in "State Servants" Section of the "Novoye Vremya" Magazine.
STANISLAV LURIE, GENERAL DIRECTOR OF THE STATE ENTERPRISE "NATIONAL INFORMATION SYSTEMS"
Stanislav Lurie is the general director of the State Enterprise «National Information Systems». He has degree in software engineering from the State University of Information and Communication Technologies, with a specialization in protection against an unauthorized access. He also holds a master’s degree in public administration.
The main tasks of the State Enterprise «National Information Systems» are technical and technological support for development and maintenance of software for automated systems of the Unified and State Registries, as well as other electronic databases are created in accordance with the legislation of Ukraine, providing access to automated systems of Unified and State Registries to government authorities, physical person and legal entities as stipulated by law, providing protection for the data contained in the automated systems of the Unified and State Registries.
DENYS NIZALOV, PROJECT DIRECTOR, CAPACITY DEVELOPMENT FOR
EVIDENCE-BASED LAND & AGRICULTURAL POLICY MAKING PROJECT IN UKRAINE
Dr. Denys Nizalov is a Project Director for “Capacity Development for Evidence-Based Land & Agricultural Policy Making Project in Ukraine” and an Associate Lecturer at the University of Kent, UK. For more than 15 years he works as an international consultant in the field of Agricultural/ Rural/ Regional Development and Impact Evaluation (World Bank, FAO). For the last two years, Dr. Nizalov is involved into the land governance monitoring and land reform activities in Georgia, Ukraine and Croatia. Before coming to the University of Kent, Denys held professorship and administrative positions at the Kyiv School of Economics, Ukraine.
Denys completed a PhD program in Agricultural Economics at Michigan State University in 2006. Denys’s papers have been published in The World Bank Economic Review, The Journal of Comparative Economics, International Regional Science Review, Economic Development Quarterly, The Journal of Regional Analysis and Policy, and The Review of Regional Studies. He is an editor of the online book “Municipal Economic Development Tool Kit” (http://municipaltoolkit.org/) and a co-author of the “On-line Atlas of Economic Development of Ukraine” (http://atlas.kse.org.ua). Since 2008 to 2012, Denys served as an expert for EERC Economics Research Grant Competition for CIS countries (http://eerc.ru/) and is a resource person for GDN regional network.
